Minutes:
· Partners discussed issues around community engagement and the handover of latrines. DRC and SI talked about how this is impossible to do in Pauktaw camps where there is a lot of instability, shelters that are constantly changing, incoming IDPs, etc. Oxfam shared a one-page report on their handover process.
· There was a lot of discussion over how to increase ownership over WASH facilities when IDPs are prioritizing other things and lacking in resources to meet their needs. A lot of the issues are bigger than behavior change and WASH alone. Melvin suggested discussing future plans and goals with IDPs so that they see WASH as part of a more long-term picture.
· Action point: SCI and SI to share reports of their handover process and outcomes so far.
· Discussion revolved around what the scope is of the TWG, whether it should focus on specific topics, methodology, etc. It was agreed that the next meeting will be a literature review and open discussion of methods and practices.
· Action point: all partners to upload relevant community engagement/behavior change/hygiene promotion/KAP survey documents to the Cluster Google Drive. All partners to review these documents before the next TWG.
· It was agreed that after the literature review, subsequent TWG meetings will rotate across different Sittwe camps so that there is input from local staff. TWG meetings will be set up as opportunities to consult and listen to opinions of local staff.
· Next WASH Behavioral Change TWG meeting: 9 23 June 2017, after the WASH Cluster meeting.
Due to the cyclone Mora Emergency and the lack of material sharing for an exchange and literature review at the second meeting of TWG it is proposed to move the second meeting of the group from the 9th of June after the WASH cluster meeting, to the date of the following WASH cluster, after the cluster meeting.
