165/1116. PUBLIC CONSULTATION.

Three members of the public attended the meeting to raise concerns over the recent accident at Bleakley crossroads and discussed the improvement of signage around the junction and other methods of slowing traffic.

Residents raised that there had been no police speed checks recently and after previous success from the safe scheme it was disappointing not to have the presence of the police in target areas. Cllr Lumb will contact PCSO Starforth, the community officer.

168/1116.PARISH INFORMATION TO AND FROM DISTRICT COUNCILLORS

Matters raised were:-

Keeper Lane signage: Cllr Cummings confirmed that changing the signage is on the list of things to do for WMC Highways.

The lack of progress on the minor signing and lining works in the village was also commented on again.

Cutting of the foliage at Old Royston: all hedges around this area have now been trimmed.

The recent accident at Bleakley crossroads were disussed, Cllr Cummings suggested inviting Graham West from WMDC highway to a meeting to discuss measures to improve this area.

Cllr Cummings confirmed that the speed check signs will be erected on Bleakley Lane.The Parish Councillors requested a time scale for completion.

The fencing around the play area at Hudson Avenue has been approved: Cllr Cummings confirmed that work will probably start in spring now, the Parish Council to be updated on progress of work.

169/1116. TO CONFIRM THE MINUTES.

All agreed the minutes to be a true and accurate account of the meeting on Thursday 6th October 2016 and signed by the Chair.

170/1116.HIGHWAYS.

The proposal from Cllr Cummings, to invite Graham West to a meeting to discuss the recent accident at Bleakley crossroads was considered.

Resolution-All agreed to send a letter inviting Mr West to a meeting.

Cllr Jaggar presented informed relating to a recent West Yorkshire Police initiative to set up a community speed watch scheme. This is a locally driven initiative where active members of the community join together with the support of the police to monitor the speed of vehicles using detection devices (smiley SID). Speed watch is not an enforcement tool but aims to reduce speed and reduce road safety.

Further investigation required - Cllr Jaggar to report to the next meeting.

The Clerk made available to the Parish Council up to date financial documentation for inspection and approval.

Cllr Lumb presented the meeting with a forecast of spend for 2016/17

The Clerk informed the meeting that a new paying in book was required for cheque payments.

173/1116. CORRESPONDENCE .

Correspondence received by post and email was presented at the meeting to consider.

A letter has been received from the bank regarding confirmation of the annual budget for the Parish Council. The clerk informed the meeting that a response has been actioned.

An enquiry from a resident regarding joining the Neighbourhood Watch scheme has been noted and contacts issued.

174/1116. GROUNDS MAINTENANCE.

Cllr Eames raised the grass cutting at Old Royston has been cut too short.

175/1116. ALLOTMENTS

All tenant rent payments have been received but two: the Clerk to chase payment for the remaining plots.

Receipts have been sent out to all tenants that have paid.

Allotment agreements were signed and witnessed by the Chair.

176/1116.TO REVIEW PROGRESS OF BULB PLANTING IN THE PARISH.

Parish Councillors updated the meeting on the progress of the bulb planting, discussing areas still to be planted and arrangements made for further planting.

177/1116.TO RECEIVE INFORMATION RELATING TO THE NO CYCLING SIGNS.

The signs have been erected on Footpaths 2 and 13; the clerk confirmed no invoice has been received as yet.

178/1116.TO CONSIDER INFORMATION RELATING TO THE CHRISTMAS TREE.

A quote for £275.85 from WMDC to dress and turn on the lights was been accepted by the Parish Council.

The Village Hall will pay for all aspects of the Christmas tree as a donation to the Parish.

179/1116.INTERNAL AUDIT ACTION PLAN.

Internal audit actions discussed, Cllr Lumb presented information relating to the action plan and long term objectives. The main focus was the Parish Council financial reserves, future plans for spending in the Parish and defining the objectives for the Parish Council, with possible community engagement.

Cllr Taylor will obtain the costs of various assets to add to the asset list.

Resolution –All agreed to formally establish a Finance and General Purposessubcommittee to deal with the action plan from the internal audit. This consists of Cllr Taylor, Cllr Lumb and the Clerk.

180/1116.SAFE SCHEME.

There has been no contact since the last meeting, with the Clerk still holding £300(CQ 344) payment from the last invoice.Cllr Lumb will contact Inspector Chamberlain.

181/1116.PARISH MATTERS.

Motor bikes have been over the fields at Old Royston. Police have been contacted.

It was noted that cars have been damaged in the area on the roadside.

Cllr Eames requested that the Clerk contact WMDC regarding inspection and refilling of the grit bins at:-

  • Hudson Ave
  • Manor Close
  • Bleakley Terrace
  • High Ash
  • Willow Beck
  • On the Green.
  • Salt for the house at Keeper Lane

182/1116. MATTERS FOR THE INCLUSION ON THE AGENDA OF THE NEXT MEETING.

Cllr Jaggar reported that the trees at Gill Bridge are causing damage to the bridge.Cllr Taylor to investigate further and report to the next meeting.

183/1116. DATE AND TIME OF THE NEXT MEETING.

The next meeting of the Parish Council will be Thursday 1st December 2016.
