Item 4 – to approve the minutes from the following meetings:

  • 3 May 2017
  • 22 May 2017

Item 8 - To consider any new planning applications

Item 9 – To discuss the tree inspections of Chestnut tree and the trees at Battlesteads and Stonehaugh

Item 10 – To discuss and consider the following:

  • Item 10.1 –Land acquisition - Acquisition of Wark parish land/amenity land in Stonehaugh
  • Item 10.2 –Services- Our feedback is that they're all flawed, apart from electricity!

With regards to the internet the view is that the BT monopoly on the line should be lifted, particularly in regards to comments in the last WPC Minutes about the supposed low uptake of fibre broadband in Wark. Customers need guarantees from their service providers and then action taken if things aren't good enough.

  • Item 10.3 – Wark & Stonehaugh Street lighting

Item 11 - To consider any highways matters:

  • Item 11.1 - Road Re-surfacing Stonehaugh
  • Item 11.2 – Bridge will close at Chollerford in October for repairs.
  • Item 11.3 – Dropped kerbs at Wark. Drawings of where kerbs are needed sent by Steve Herod to Rupert Gibson.
  • To discuss the issues with off road vehicles.

Item 12 - To note/consider any correspondence received

Item 13 – To consider FC report on Totem Poles – if available.

Item 14 – To agree who will take over the following functions previously carried out by Councillor Herod:

  • Publish agenda and minutes on Parish Council and Town Hall noticeboards and website;
  • Produce, print and publish on Parish Council and Town Hall noticeboards the Contact sheet for Clerk, Parish and County Councillors;
  • Produce, print and publish on Parish Council and Town Hall noticeboards the proposed dates of meetings;
  • Maintenance of notices on Parish Council noticeboard and of Parish Council notices on noticeboard in Town Hall coffee room;
  • Weekly check of AED, completion of check sheet and submission by email monthly to North East Ambulance Service, and act as a point of contact for the North East Ambulance Service with regard to the AED;
  • Parish Council Transport Representative – registered with Northumberland County Council as representative to receive information, i.e. bus timetables, and to communicate views of Parish Council to Northumberland County Council on transport matters;
  • Holder of public toilet keys and monitors toilets, turns on/off heater and controls timer, also acts as a point of contact for the public on emergency contact number.

Item 15 –To discuss issues with toilet at Stonehaugh

Item 16–To note the following:

  • Item 16.1 - To note the latest accounts .
  • Item 16.2 - To agree the payment Schedule
  • Item 16.3 – To note/agree the grants
  • Item 16.4 – To note the three year forecast and reserves
  • Item 16.5 - To confirm that Wendy Brady cannot set up an agreement for WPC banking but that if the chairman, treasurer and 2 other committee members write a letter and sign it confirming their position on the council, requesting statements, copy cheques requests, that these could be obtained Parish Councilby Wendy Brady for said figure and purpose. All discuss changing and signing of new bank mandate.

Item 17 – To consider and agree the following:

  • Item 17.1 - The Parish Clerk advised that she was reluctant to provide her personal address on the Parish Council or Northumberland County Council website due to current issues with a vexatious complainant and did not want to receive large amounts of correspondence to her home address.
  • Item 17.2 – Emergency cover for clerk

Item 18 –Boulder Park majority of funders advised that PC would have better chance of funding- Scouts will help with fund raising and construction When completed this will become PC property, Do we agree that Wark PC will apply for planning permission, Richard Wilson will complete and submit application, Scouts will raise money for fee

Item 19 - To consider the following in relation to grass cutting:

  • Grass cutting and strimming contract needs to be put out for tender.
  • Grass cutting NCC land. WPC are cutting grass that doesn’t belong to them.
  • Grass cutting Stonehaugh.

Item 20 – to consider the following in relation to an AED at Stonehaugh:

  • Agreement for AED electricity.StonehaughCommunity Centre
  • AED reports
  • AED training @ Stonehaugh

Item 21 - Agreement for Play Area inspections/Stargazing maintenance.

Item 22 - Use of Amenity land for local businesses,Waiting for advice from NALC

Item 23 - Stonehaugh Allotments- note Insurance paid. Do we charge Rent 2017-18? Check number of plots in use.

Item 25 - To consider reports from representatives of:
