Citizens Advisory Board Meeting

Wednesday, February 26, 2014

Those attending were: Ted Malone Mary Raiford Candice White

Allen Kelly Annette Silver

The Citizens Advisory Board was called to order by Chairperson Ted Malone at 5:00PM, Wednesday, February 26, 2012. The Minutes of September 25, 2013 were approved by mutual agreement.

This meeting was primarily a follow-up review of old business. There have been no repairs or follow-up conversations to letters mailed September 27, 2013 to Ms. Candies Rudd (107 N. Main Street) for broken window or William Alston (212 E. Bute Street) for junk in yard. The fines started accumulating 30 days after the letter was sent. Since no payment has been made and no action has taken place to correct violation, what is the next step of compliance. This Board is concerned as to what "teeth" Town ordinances have. What happens with late payments with other accounts. Ms. Silver stated utility bills are sent to a debt-set off program for collection (by seizing income tax refunds) and this may possibility be done. Mrs. White asked if this Board has any authority at all, to her recollection CAB only makes recommendations to Town Board. Chairperson Malone stated this is true. After discussion, Mrs. Raiford made a motion with second by Mr. Kelly to suggest to Board of Commissioners to send a 6 month letter follow-up, if no repairs, plan or fines have been received from offender. If nothing is done after 6 months, it is suggested the offender account goes to debt set-off or something of that effect. The vote was unanimously approved. This Board understands this must be approved by Town Board. Chairperson is planning to send a letter to Mr. Davie and Board of Commissioners asking what follow-up is done after recommendations are made, such as Sondgeroth.

New Business

The "dog poop" ordinance was discussed. It was agreed Main Street walkers comply with ordinance; however, side streets are not in compliance. This Board would like to gently remind the citizens that all streets in Town are included in ordinance. Another concern is boxes and sofas accumulating on front porches in town limits(211 Church Street - David Perry and 218 E. Franklin Street - Dottie Pierce). Mrs. Raiford will check the Historic District regulations for possible rules that can be referenced. This concern will be discussed at March meeting.

A motion was made by Mrs. Raiford with second by Mr. Kelly to adjourn.

Respectfully submitted by Annette Silver
