Job Description

Salary: £22,082 (point 6 on GPEW salary scale)

Hours: 16 hours per week

Contract:Fixed Term to 31 December 2018

Location: Home working

Line manager: Wales Green Party (WGP) General Secretary Chair

Line management responsibilities: Volunteers and any WGP staff that are recruited in the duration of the contract.

Outline of role:

  1. Assist in the development and delivery of the WGP Strategy, and support the work programme of the Party, in liaison with the Council.
  1. Build relationships with Welsh and Local Party officers and assist them in their roles.
  1. Help co-ordinate and develop the effectiveness of Green Party campaigns across Wales, supporting communications between local parties, Wales and GPEW.
  1. Contribute to an understanding of the support needs of local parties across Wales - including investment, training and resource needs, and development and campaigning priorities - to inform Wales and GPEW planning.
  1. Capacity-build local parties, by identifying, nurturing and supporting key members involved in the development and growth of local parties, in conjunction with the Local Party Development Officer.
  1. Deliver training and guidance to local party officers in conjunction with the Local Party Development Officer, members and candidates – by organising training events, producing guidance documents and email bulletins, attending local party meetings and responding to enquiries as required.
  1. Support the co-ordination and delivery of issue based campaigns developed by the Elections and Campaigns Committee across local parties in the region - developing and sharing tools, evidence, research and materials to facilitate the delivery of national campaigns on the ground.
  1. Develop internal and external communications in conjunction with other relevant Council Officers, tools and messaging, to ensure the continued growth of the Party’s membership and supporter base.
  1. Develop an understanding of human and financial resources required for Wales and inform the GPEW so they can be fed into the England & Wales strategy.
  1. Assist the Treasurer in the development of annual budgets for Wales Green Party
  1. Develop and deliver a fundraising strategy in conjunction with the Fundraising Officer to meet budget requirements, and support local parties in delivering their own fundraising initiatives.

Responsibilities:

  1. Liaise with the Council to agree an action plan for the role, review and report on delivery of the plan at regular intervals.
  1. To assist the relevant committees of the Council as needed.
  1. Identify areas of electoral strength and potential, and assist in developing election strategy and the sharing of good practice.
  1. Identify the needs of Wales as a whole - by conducting local parties’ needs assessment and through ongoing communication with party officers and attendance at local party meetings.
  1. Work with the WGP and GPEW to manage a regular programme of training and events, and the development and promotion of digital training tools and guidance documents.
  1. Collaborate with Regional Campaigns Coordinators in developing resources to support local and regional parties effectively.
  1. Ensure the maintenance of relevant local party databases, planning tools and campaign calendars for the region.
  1. Support fundraising activities and the fundraising capacity of local parties.
  1. Work with regional and local party officers to assist in the production of high quality digital and printed communications to members and supporters and improve external messaging and communications
  1. Report to the regional and national party about activities being delivered on a monthly basis in each region (GPEX reports).
  1. Recruit, mobilise and co-ordinate volunteers to assist in the delivery of this role.
  1. Help develop mechanisms to assist integrated campaigning across local, regional and national parties.

  1. The Green Party has a democratic structure with annual elections. Employees need to be aware that the organisational priorities which determine their work priorities are decisions of the Executive and may be subject to change as an Executive changes.

Green Party staff may be required to attend Green Party Executive and other meetings and conferences, so long as at least two weeks' notice is given and this does not conflict with leave already agreed. These meetings may take place out of office hours, in which case time off in lieu will be awarded.
  1. Green Party staff are assigned goals, work plans, guidelines and priorities by their line managers as part of the annual planning and appraisal system, but are expected to show initiative within this framework in managing their workload to meet the overall goals of the party.
  1. Green Party staff are required to request authorisation for any major overtime from their line manager before undertaking any such work and to use an online system to manage their leave and TOIL in conjunction with their line manager.
  1. Green Party staff may, from time to time, be required to provide written or oral reports to the Executive.
  1. Green Party staff should be open to developmental needs which may arise and work with their line manager to address these needs through training or other routes.
  1. Green Party staff are expected to identify and make recommendations to their manager on improving the systems within the office.
  1. Green Party staff are expected to participate fully in the Party’s teamwork ethos, attend staff meetings, share team duties and responsibilities and develop their work in co-operation with other colleagues.
  1. Green Party staff are expected to promote and develop the role of volunteer staff within their area of responsibility in liaison with the HR & Office Manager and in accordance with the current policy on the management of volunteers.

Broad headings may therefore have been used, in which case all the usual associated routines and duties are naturally included in the job description. Green Party staff are expected to undertake any other reasonable tasks as requested by the Executive via their Head of Department, CEO or relevant GPEx Co-ordinator.
