Salary: / £30,785pro rata, funded by the Heritage Lottery Fund
Pension: / Post-holder will be enrolled automatically in the WCIA’s pension scheme, contributing 1% of gross salary. The WCIA will match employee pension contributions up to 5% of gross salary.
Employment terms: / 6-month contract (long term sickness cover)
Hours: / 22-26hours per week (to be negotiated), potentially including evenings/weekends
Base: / Offices of the WCIA, Temple of Peace, Cardiff. Home/remote working and other flexible working arrangements will be considered, but the post-holder will need to meet regularly with all team members.
Leave allowance: / 8.3 to 9.8 daysduring contract period, plus pro rata proportion of public holidays
Travel: / This role will require some travel throughout Wales. Expenses will be paid.

Summary of Role

The Wales for Peace project aims to answer the question: In the 100 years since the First World War, how has Wales contributed to the search for peace? It is led by the Welsh Centre for International Affairs and funded by the Heritage Lottery Fund, and our partners include the National Library of Wales, Urdd Gobaith Cymru, People’s Collection Wales, Cardiff University and Aberystwyth University. The Head of Wales for Peace is currently on long-term sick leave, meaning that the project team is operating without full management and leadership. We are therefore recruiting a part-time Deputy Project Manager to ensure that we continue to deliver as effectively as possible on agreed objectives.

The post-holder will be responsible for ensuring delivery of the Wales for Peace 2017-18 project plan, through the effective management and support of a staff team of five (2 home workers in North Wales and 3 office-based workers in South Wales). They will manage the project budget and liaise with the Heritage Lottery Fund, ensuring that project reports are completed as required. They will also represent the project publicly where required. At the end of the contract, they will be able to hand project management back quickly and easily to the Head of Wales for Peace.

Specific responsibilities for this role include:

  1. Manage delivery of the Wales for Peace project by:
  2. Working closely with the project team to plan and prioritise their work against the agreed 2017-18 project plan
  3. Monitoring project activities and ensuring that the stated outcomes for heritage, people and communities are delivered and evidenced
  4. Managing the project budget and ensuring sound financial procedures are adhered to
  5. Liaising with the funder (Heritage Lottery Fund) about any adjustments to the plan or budget
  6. Maintaining strong relationships with existing project partners and stakeholders
  7. Leading the team in planning the ‘Whole Story’ project strand (bringing together all aspects of Wales for Peace with exhibition/online components) as well as the overall project legacy. This work will be delivered in 2018 but requires significant advance work in 2017
  1. Manage and support the project team by:
  2. Empowering team members to manage their own mini-projects and budgets in accordance with the agreed plan
  3. Ensuring team members adhere to the project’s requirements for planning, monitoring and reporting
  4. Solving day-to-day problems with team members, partners, participants and volunteers
  1. Ensuring a strong public presence for the project by:
  2. Ensuring project communications, including the website and social media, reflect project activity
  3. Attending/speaking at events or arranging for team members to do so
  1. Linking the work of the Wales for Peace project with the wider WCIA team by:
  • Ensuring that the wider team is kept informed of major project developments through email and staff meetings
  • Attending Senior Leadership Team meetings, WCIA Board meetings and joint planning sessions where possible/appropriate
  1. Working closely with the Head of Wales for Peace as his health and working ability allows, and doing everything possible to ensure a quick and easy handover back to him at the end of the contract.

Essential requirements

  • Experience in successfully managing projects of a similar scope and scale, on time and within budget
  • Experience of monitoring project outputs, checking progress against defined goals and reviewing/revising planned activitiesas required
  • Able to establish yourself quickly as a trusted colleague within a busy team, and to effectively manage and motivatestaff members
  • Able to manage a budget and work within expenditure limits
  • Excellent written and spoken communication skills
  • High level of information handling and decision-making skills
  • An interest in and understanding of the project’s themes and the WCIA’s core values
  • ExcellentIT skills, and extremely confident in picking up new IT skills and supporting others in these

Desirable

  • Previous experience of managing/delivering a heritage project
  • The ability to communicate in both Welsh and English
