JULY 13, 2010 BOND COMMISSION APPROVAL OF PROJECTS SUBMITTED BY THE DEPARTMENT OF PUBLIC WORKS

Agency: Connecticut Agricultural Experiment Station

Project: Funds approved to finance the design of renovations to the Jenkins Laboratory at the Connecticut Agricultural Experiment Station in New Haven (Project Number: BI-P-086).

Statutory authority and amount:

P.A. 07-7, Sec. 2(n)(1) $1,260,000.

Agency: Connecticut Community College System

Project: Funds approved to finance the design of fire code and sprinkler upgrades to the Lowe Building at Manchester Community College in Manchester (BI-CTC-415).

Agency: Connecticut Community College System

Project: Funds approved to finance the design of parking lot repairs at Manchester Community College (BI-CTC-440). The project includes 685 existing parking spaces in Lot B and the construction of 225 new spaces, new lighting, drainage and landscaping improvements.

Project: Funds approved to finance renovations and improvements at various Department of Children and Families facilities (BI-YS-1000). Includes replacement of the hot water system in Building #4 at CJTS in Middletown, and emergency/minor capital projects at needed.

Agency: Department of Higher Education

Project: Funds approved to finance the design of a new building for Charter Oak State College in New Britain (BI-HE-001). The project consists of the construction of a new building for the Board of State Academic Awards on the Central Connecticut State University campus. The 27,221 square foot site will serve as a work station area for faculty and will also be an office building and public meeting place.

P.A. 09-2, Sec. 27(e) $2,500,000.

Agency: Department of Mental Health and Addiction Services

Project: Funds approved to finance renovations and improvements at various state-owned facilities (BI-MH-1000). Includes replacing the fire alarm system at Dutcher Hall and replacing the roof at the power plant, both at Connecticut Valley Hospital in Middletown.

P.A. 07-7, Sec. 2(q)(1) $268,800.

Agency: Department of Motor Vehicles

Project: Funds approved to award a construction contract to renovate the branch office of the Department of Motor Vehicles in Hamden (BI-MM-041). Renovations include ADA and code upgrades, new public counters and elevator, lighting and HVAC modifications, and entrance improvements.

Agency: Department of Public Works

Project: Funds approved to finance the purchase of property and associated acquisition costs for relocation of the Valley Regional Fire School in Beacon Falls in accordance with the master plan (BI-FP-008). The property consists of 11.06 acres of land at 20, 24, 28, and 32 Lancaster Drive, Beacon Falls, owned by Pines Bridge Industrial, LLC.

Agency: Department of Public Works

Project: Funds approved to provide additional resources for the development of a design build program (RFP) for new fire training schools in Fairfield and Burrville (Torrington) (BI-FP-011). The cost of these two projects will be approximately $16 million.

Project: Funds approved to finance design and building improvements at 129 Lafayette Street in Hartford (BI-2B-306). The project consists of electrical, mechanical, fire protection and code improvements. The facility will be used by the Connecticut State Library Museum of Connecticut History as a study center and storage area, and by the Hartford Symphony Orchestra as rehearsal space.

P.A. 07-7, Sec. 2(g)(1) $2,500,000.

Agency: Department of Public Works

Project: Funds approved to finance the purchase of property and associated acquisition costs for the Eastern Connecticut Regional Fire School in Willimantic in accordance with the master plan (BI-FP-015). The property consists of 22.6 acres of land, owned by the estate of Joseph Macha, located at 34 Lafayette Street, Willimantic.

S.A. 04-2, Sec. 2(d)(3) $500,000.

Agency: Department of Veterans’ Affairs

Project: Funds approved to finance various improvements at the Department of Veterans’ Affairs campus in Rocky Hill (BI-C-1000). Work includes construction of a Veterans Memorial adjacent to the Col. Raymond F. Gates Memorial Cemetery, and window replacements in Building 51.

S.A. 05-1, Sec. 21(b) $562,100.

Agency: Judicial Branch

Project: Funds approved to finance alterations and improvements at various judicial facilities (BI-JD-1000). Work includes ADA and code improvements, and emergency/minor security repairs and upgrades statewide.

Agency: Military Department

Project: Funds approved to provide state matching support to finance various Military Department facilities (BI-Q-1000). Work includes replacing boilers, infrastructure improvements, and structural studies at various locations, and air quality improvements at the Hartford Armory.

DPW REQUESTS FOR QUALIFICATIONS (RFQ) FOR ARCHITECTURAL / ENGINEERING AND PROFESSIONAL CONSULTING SERVICES

The state Department of Public Works has been authorized to retain consultants/firms to work on the contracts/projects described below.

Qualification submittal deadline: August 3, 2010

ARCHITECT AND CONSULTING TEAM: Contract Number: BI-RW-295-ARC. Fine Arts Instructional Center at Eastern Connecticut State University in Willimantic. The facility will house the entire fine arts program for the campus and will include public space for student and travelling art programs and support space; an auditorium to seat 1,100, a proscenium theatre to seat 350, and a black box space with seating for 150. It will also include classrooms, faculty offices, a lobby consisting of a café, gift shop, student lounge and gallery areas. The building will have high performance building design. Program space is estimated at 135,612 square feet. The project cost is $62,627,200.
