SUBJECT: Regional Project Grant ReviewGrant Review

Thank you for agreeing to review the VOCA Project Grants for the 2002 Federal Funding year. This year we received significantly fewer grants than in years past. A total of 64 grants were received. The breakdown regionally is: Eastern Region – 17, Metro Region – 16, Southern Region – 15, Mid-Willamette Region – 16. A total of $4,185,784 was requested with $2,336,487 available for grant awards. We had anticipated the addition of a fifth region, splitting the Eastern Region. However, given the number of grant applications, we have reconsidered that decision and will review in four regions only. Issues of geographic equity will be addressed when funding recommendations are made by the VOCA Advisory Committee.

For those of you who participated last year, the procedure is essentially the same. We have streamlined the review document somewhat to better match the sections in the grant application. The result is that the total possible points for any given grant is 100 instead of 125. Accompanying this memo, please find the following:

·  Photocopies of the grants for the region you are reviewing.

·  Enough 2002 VOCA Project Grant Reviewer Score Sheets to accompany each grant to be reviewed.

·  An alphabetical list by crime category of all of the grants in the region you are reviewing. (Titled: 2002 VOCA Project Grant Applications)

·  2002 VOCA Project Grant Compiled Regional Score sheet.

The grant review process is as follows:

1.  Please read each grant and fill out a 2002 VOCA Project Grant Reviewer Score Sheet for each grant. Be sure to fill in your name and the name of the applicant agency on the first page. Comments after each section are encouraged. We can use the comments to give feedback to grantees on areas of excellence or areas that need work. All feedback will be provided without disclosing the name of the reviewer.

2.  Transfer the scores for each section onto the 2002 VOCA Project Grant Compiled Regional Score Sheet. Note that you will not yet have the Minimum Qualification (MQ) score as it is being determined by CVAS staff. Leave the MQ and the FINAL SCORE areas blank. Again, comments are encouraged.

3.  Fax the 2002 VOCA Project Grant Compiled Regional Score Sheet to Grant Assistant Cindy Susee no later than 5:00pm on Wednesday July 17, 2002. Fax: 503-378-6974

4.  Cindy will compile all of the scores including the MQ’s and have a completed spreadsheet ready for your regional review sessions. Please contact the following CVAS staff for more detailed information on the regional review sessions :

5.  At the end of the regional review sessions, Cindy Susee will collect all of the completed Score Sheets and copies of the grant applications.

For those of you that also serve on the VOCA Advisory Committee, remember the Advisory Committee meeting is scheduled for August 9th in Salem. You will receive more specific information in separate correspondence.
