Virginia Tech’s Open Access Subvention Fund FY 2017 Report

VT Libraries Dean Tyler Walters allocated the2017OASF $100,000 to support article processing charges (APC) in open access journals. The Librariesreceived 110 requests for $134,867 in APCs, and awarded $104,699 to support80 articles (73%) that met the award criteria. Awards for three additional articles were made but the requests were later withdrawn.The average APC award was $1,309.

171 unique Virginia Tech students, staff, and faculty authored the 80supported articles. 6 authors were awarded support for more than one article. 12 articles had authors in more than one college.

27 requests (25%) were not funded largely due to publishers’ hybrid offset policies (20), author’s having grant funding (4), and other reasons (3). Only one request for a hybrid (paper in a conference proceeding) was funded.

Publishers and Journals

Publishers’ fees for the 110 requests totaled $193,204. The highest APC, $6375, was charged by Elsevier for Current Biology. The lowest APC, $60, was charged by the Faculty of Undergraduate Neuroscience (FUN) for the Journal of Undergraduate Neuroscience Foundation. The average APC was $1,756.

Since the beginning of the VT OASF in FY2013, the Libraries received requests to fund 354 articles. We supported 254 articles (72%) by 351 unique Virginia Tech faculty, student and staff authors in 73 unique departments. 35 unique publishers made these articles publicly available in 88 unique journals.
