- Vineland Developmental Center (VDC) is located on 257 acres in Vineland, Cumberland County, New Jersey. The West Campus, which is proposed to close, is locatedon approximately 69 acres.
- VDC is the only developmental center that is split between two large campuses, the West and East Campuses, located five-miles apart.
- The center was established in 1888 as an alternative school for women and girls with disabling conditions and is the oldest of the seven developmental centers.
The Department of Human Services proposes the consolidation of
VinelandDevelopmentalCenter in the FY’11 proposed budget, by closing the West Campus on
June 30, 2011.
- The current census at VinelandDevelopmentalCenteris 420 residents. This includes 91residents on the West Campus and 329residents on the East Campus.
- Upon closure of West Campus, 30 women are planning to move to community homes with services and supports provided by a community agency. Funding for the new living arrangements will come from the DDD “Olmstead Plan: Path to Progress” for State Fiscal Year 2011.
- The remaining residents who live on the West Campus, who are not part of the 30 individuals moving to the community, are planning to move to either the East Campus of Vineland Developmental Center, or to another developmental center in New Jersey.
- There are six residential cottages onthe West Campus:one cottage was closed in 2006, one cottage was closed in 2009 and the most recent cottage closure was in earlyMay 2010. There are still three remaining cottages in which to house residents until the West Campus closure.
- There are approximately269 employeesworking on the West Campus.
- Many of the Vinelandemployees are union members ofAFSCME, CWA or theInternational Federation of Professional and Technical Engineers.
- Union employees will be given priority attention when applying for vacancies within the Department of Human Services’ Division of Developmental Disabilities other developmental centers or the Division of Mental Health Services’ state-operated psychiatric hospitals, or positions for which they are qualified within the divisions or central offices.
- This consolidationis proposed in the State Fiscal Year (SFY) 2011 budget and is estimated to be completed on June 30, 2011. A savings of approximately $163,000 is anticipated in SFY 2011 and the potential savings in future years is estimated to be $2.98 million in developmental center costs.
