Ortonville Village Council Meeting

May 27, 2014 – 7:00 P.M.

President Wills called the meeting to order at 7:05 p.m., followed by the Pledge of Allegiance and Invocation.

Roll Call:

Present: Waters, Skornicka, Eschmann, Baker, Wills, Peters

Absent: McClerren (with notice)

Also Present: Village Manager – John Lyons, Village Clerk – Heidi Barckholtz, DDA Director – Molly Lalone, Potential New-Hire for Village Clerk – Julie Knight

Approval of Agenda:

·  Motion by Trustee Eschmann, seconded by Trustee Skornicka, to approve the agenda as presented.

All in favor, the Motion carried.

Approval of Council Meeting Minutes:

Clarification sought for the following invoice(s):

#22 (QA/QC, LLC – Construction Testing) and #29 (TUV Rheinland Industrial Solutions) Questioned and received clarification as to whether these are related to the Ball Street Bridge project—they are.

·  Motion by Trustee Waters, seconded by Trustee Skornicka, to pay the bills in the amount of $17,459.97 for May 27, 2014.

Unfinished Business:

A. Ball Street Bridge Update

Manager Lyons noted that the contract was extended due to weather delays. Additional help was sought from an outside source to fix artesian well after being unable to successfully address the problem. Manager Lyons is happy with work and contractors.

New Business:

A. DDA TIFF Plan Update Approval

·  Motion by Trustee Eschmann, seconded by Trustee Waters, to approve the Amended Tax Increment Financing Plan and Development Plan Resolution, extending the DDA through 2035 – set to expire 2016.

B. 2015-2017 Cooperation Agreement for Oakland County Urban Community Development Block Grant Program

The U.S. Department of Housing and Urban Development (HUD) requires Oakland County to renew its Cooperation Agreement with participating communities every three years for the CDBG Program. Without this agreement, the Village would no longer be eligible for CDBG funding. The three year period is July 1, 2014 to July 1, 2017.

·  Motion by Trustee Eschmann, seconded by Trustee Baker, to approve the Resolution entering into the Cooperative Agreement for Oakland County “Urban County” Community Development Block Grant Program from July 1, 2014 to July 1, 2017.

All in favor, the Motion carried.

C. Old Mill Repair and Painting

Bids were received for the repair and painting of the Old Mill exterior. Proposals (2) were received for the project to clean, sand repair, prep, prime and paint the Mill. The DDA has approved $20,000.00 for this project. The low bid was submitted by Gutierrez Painting from Clarkston at $22,354.00.

·  Motion by Trustee Waters, seconded by Trustee Peters, to approve the proposal from Gutierez Painting in the amount of $22,354.00 to Paint the Old Mill in the amount of $22,354.00 – $20,000 to be paid by the DDA and $2,354.00 from the Village of Ortonville.

D. Appointment of New Village Clerk

The Personnel Committee reviewed 45 applicants for the Clerk position. Through an elimination process, 5 were chosen to interview. The Committee ranked those 1-5 and the Village Manager made the final decision. Julie Knight was chosen to be the Village Clerk. Julie, who had previously worked for the City of Auburn Hills, spoke a few words and introduced herself. Once confirmed, Julie will start work Wednesday with Heidi and will start full time on Monday. Wayne Wills will then administer the oath of office.

·  Motion by Trustee Waters, seconded by Trustee Peters, to appoint Julie Knight as the Ortonville Village Clerk.

Items from the Manager:

·  Have a situation with the skate park: There have been no sign ups. The Village advertised for park sign up and park monitor position application, but there were only 7 applications for monitor. Village should run the ad one more time for sign ups and be more specific with the cost and where to go to sign up. A few of the applicants could be promising for the monitor position.

·  Need to schedule upcoming budget workshop. Council agrees to 6:30 p.m. on June 4 at the Village Office.

Items from Trustees:

Trustee Waters: Thanked Brandon Township Fire Department for quick response to medical emergency from earlier that day; they arrived within 2 minutes.

Trustee Baker: Welcomed Julie.

Trustee Peters: Noted that the Village looked nice for Memorial Day parade.

·  Motion by Trustee Peters, seconded by Trustee Waters, to adjourn Village Council Meeting. All in favor, the Motion carried.
