Minutes of the Laceby Parish Council Planning Meeting held at the Stanford Centre Cooper Lane Laceby on Tuesday 21 October 2014 at 7.30 pm

Meeting suspended by Chairman for Public Forum…
Concerns raised regarding the proposed development off Field Head Road:
Too close to Pig Farm; possible problems with drainage; access to the site being inadequate; traffic through village; identity of the village being lost; 400m cordon zone mentioned in respect of livestock farm; residents not wanting the character of the village changing by all the proposed developments; no bus stops on site.
Chairman mentioned existing problems along High Street with traffic and parking on Cooper Lane at the School.
Mr Sellars gave a short presentation regarding a possible Brethren Meeting Room. Suggestions were made for redeveloping rear garden of 77 Caistor Road to accommodate a meeting room, with possibly 2 or 3 small bungalows; meeting room to be used 2 – 3 times weekly with a possible playgroup too, car parking to be available. This was an informal presentation Mr Sellars was thanked for putting forward the suggestions.
The Chairman then closed Public Forum and reconvened the meeting to discuss the following agenda items:-

DM/1049/14/FUL Change of use of land to touring caravan site for 30 pitches at The Willows Barton Street Laceby
Concerns regarding the turning of vehicles pulling caravans wanting to turn right into the site. Agreed NELC done a lot of work to that stretch of Barton Street. Resolved no objections to application by majority with Councillor Marshall abstaining from voting.
DM/1015/14/FUL – Hybrid application for the erection of 64 dwellings (C3), play areas, landscaping, access and associated on site infrastructure (Full). Also the erection of 88 dwellings (C3) with all matters reserved (Outline). At land off Field Head Road Laceby
Resolved to put forward the following objections to the proposed development:-
- Planning Statement produced for Humberside Land Developers making no mention on page 10 – Planning Policies 4.4 of GEN 7, saved policy included in NELC Local Plan 2003, in force at time of planning application. GEN 7 states “…No development of an occupied building will be permitted within a 400 metre cordon of existing Livestock Unit (i.e. Pig farm).
- Transportation – village infrastructure considered inadequate especially High Street and Cooper Lane where school is situated to take more traffic through village. No traffic calming measures through High Street and Cooper Lane.
- Character of village – development would considerably alter the existing character of the village.
- This development plus 70 dwellings already approved and possible further 100 homes off Butt Lane together represents a 25% increase in housing overall for the village, which the Community do not want.
- Suggestion too of the resurrection of the western access road to be considered before any future planning applications approved.
11269Allotment Matters
It was proposed by Councillor Marshall that this matter should be discussed
without the public and press present under the Public Bodies (Admission to Meetings) Act 1960 para. 1 ss (2), since the matter to be considered was in respect of an allotment tenant; this motion was seconded by Councillor Schofield and resolved.
It should be noted that Councillor Marshall took no part in any discussions relating to this matter.
Resolved that the Chairman and Vice Chairman meet with the tenant to discuss amicably the problem with the Bees on the Allotments. Chairman to arrange a meeting and report back to Full Council.
Meeting declared closed by the Chairman, Councillor Greenbeck at 8.50 pm.
