The minutes of the last meeting was read and adopted.
Update on last meetings Action points
- All actors have shared their 5w matrix, except NRC, SCI. Focal person for AHH Adeyinka Timothy, OXFAM Ibrahim Umar, CAN are in transition, Rev., Titus Ponan.
- WhatsApp is in use.
- Harmonizing the food basket of Humanitarian needs, Malcolm suggested we have it available to be assessed by bodies interested in working in Borno. Using websites of FAO was suggested to share the harmonized food basket.

Information should be sent for every month for activities done in terms of food. A template should be shared or created with challenges. Submission time will be 5th of every new month.

•Update on FSL Activities for 2016
OXFAM FSL activities:
Distributed some items (clothing materials, 18Kg of beans, 500grm of salt, 25 Litres of Oil, knitting thread, 2 Bags of Ground nuts) to 203hh in Kushari, which targeted tailors, Cap making, Ground nut cake producers. 1300hh registration in Konduga and Mafa for distribution of beans 18Kg, 5 Liters of Palm oil, for households feeding.
AAH FSL activities
December- February 5250 hh cash transfer of 14200NGN, from March to August 5985 hh. Also a Porridge Mom project of 65 Groups (each group about 15 Mothers and their Children) receiving an amount of 39500NGN on a weekly basis for purchase of food.
2050hh Micro Gardening training has begun on the 7th of March, 160hh have been trained on Homestead farming and distribution of seeds and tools.
IGA component has targeted 1050hh.
FAO
Provided food support to 9000hh, provided livelihood materials such as: spaghetti making machine, grinding machine, oil extract machine. FAO are planning some distributions this year (2016). Visitors from FAO Abuja came around some weeks ago, and two more visitors are presently in Borno to support the FSLWG sectors (Marga and Malcolm).
OCHA
OCHA will continue to provide support, on 23rd of February a fact finding mission in Kaga, Konduga and Benishiek identified some food security needs in these LGAs. As assessment of these communities revealed that food security was a critical need in these communities. The communities visited in these LGAs were along the route to Damaturu-Maiduguri road as the accessibility to other parts are not safe.
BOCCIMA
Complained of funding and support of IDPs involved in small scale agriculture, vegetable farming as pest and diseases have destroyed their crops. Ayo made mention of the importance of including local NGOs in FSLWG meetings as these NGOs have a lot of ideas and local capacity to empower IDPs, more so Agriculture is relevant in empowering IDPs who have been in camps or communities for a long time.
WFP
Planning a roll out of a cash based intervention targeting 50,000 IDPs in the host communities. WFP conducted a regional market assessment in partnership with AAH and NRC. The food security situation is still very critical in camps and informal settlements from results from food consumption score.
Issue of hygiene is a key gap in NYSC camp identified by WFP.

SCI will need to share their 5Ws matrix as promised, till will help us facilitate coordination.
•Challenges with crowd control at distributions and possible solutions
OXFAM methodology adopted by OXFAM
- Use a neutral venue for distribution.
- The crowd gathers some distance away.
- A separate entrance and exit is arranged.
The recommendations will be shared from the meeting held on crowd control by INGOs to assist the FSLWG in adopting the solutions in crowd control.
•Accessible LGAs
Kaga LGAs, Gubio LGAs (about 80 km from Maiduguri), Magumeri LGAs (30-40km from Maiduguri) the level of Access to be determined.

OXFAM is the next secretary for FSLWG starting from next meeting
Action points
- Get in touch with Abuja FAO for information sharing
- Submission time for the monthly reports will be 5th of every new month for the monthly FSLWG report (All actors).
- Find out which Acronym to stick with FSL, FST (focal person Timothy)
- Get more local NGOs to be part of FSLWG (focal person Ayo OCHA)
- Reports of market assessment should be shared for joint analysis, identification of gaps and joint planning around recommendations to be done by actors in the FSLWG (focal person Raymond)
- Dissemination of Bakasi assessment and OCHA assessments
- Dissemination of the time for the training and link for the CALP (focal person Marga)
- Sharing of the crowd management report (focal person Marga)
AOB
Have a meeting with the lead of WASH sector to synergize food security challenges that cross linkage with WASH.
Marga and Malcolm discussed on their activities how they are here to support actors, have bilateral interviews to get feed-back, to inform the workshop in Abuja looking into the use of banks, vendors and aske representatives from service providers to present, analyze the different modalities of cash transfer.
Second week of April, a training of Cash Transfer will be shared by Marga.
Next meeting will be at MANR, the meeting closed by 12:10 PM
