VBCOA Region III Minutes

March 12, 2014

The regular meeting of the Shenandoah Valley Chapter (Region III) of the VBCOA was held March 12, 2014 at the Wood Grill Buffet in Harrisonburg, Va. The following members were present and active jurisdictions represented:

Mike Williams called the meeting to order at 10:15 am.

1. Introduction of Guest: No Guest

2. Roll Call: A quorum was present with (10) active members and (8) jurisdictions represented. Article IX of the By-Laws applies.

3. Acceptance of the Minutes and Treasurers report: The January 8, 2014 minutes and Treasurers report of February 10, 2014 and March 10, 2014 were accepted with ending balances of $2,156.35 and $2,351.35, respectfully .

4. Communications:

Region Chairs meeting was Friday February 21 in Louisa. David and Mike attended. The website cost vs. function was discussed.

Kevin reported that on May 8, Mi-Tek will put on a truss presentation and on June 11, Understanding Stone Wool (Mineral Wool) in Interior and Exterior Applications will be presented.

7.Date of Events:

  • VBCOA/VPMIA joint conference is April 2,3,& 4 in Richmond.
  • Next Region III Meeting, WednesdayApril9, 2014 at the Wood Grill Buffet in Harrisonburg, VA at 10:00am.

8.Old Business:

  • Region Chairs meeting was Feb. 21 in Louisa to discuss website.
  • The prior financial situation and update was discussed with the members in attendance.
  • The status of the audit committee was discussed.
  • The Region II Residential Training program was discussed.

9.New business:

  • Ron discussed reaching out to other professional and construction associations in the area to promote cooperation and educational opportunities.
  • Alan McMahon from DHCD gave an update that included the following:

A. The Code Academy 2014 schedule is available for registration.

B. The rollout of the code change classroom training will be in conjunction with the April 2014 Joint Conference.

C. The computer based code change training will occur later.

D. The VBCA Knowledge Center will require each user to update their password at .

E. Anticipating an effective date of code adoption of July 1, 2014.

F. Every jurisdiction will be given a full set of Virginia Codes by DHCD.

F. The SBCO has online training for Manufactured Home Installers available on the Knowledge Center. Contractors wanting to get a license from DPOR can take the class and is also available for free to any inspector. It is HUD approved and counts for continuing education.

G. The Code Connection is now on the DHCD web site.

H. There was a discrepancy with some ICC memberships paid by DHCD. If you received a notice, please disregard, it has been resolved.

I. Radio station advertisements have been placed regarding manufactured home regulations.

J. Region 5 will be having a training program next week on local building code of appeals, technical review board, and the modification process.

  • There is a pending date for the VBCOA Directors meeting. TBD.
  • Bill Butler is conducting code training classes on most Thursdays from 8:30 to 10:00 at the Harrisonburg Community Development training classroom (until it is torn down). It is open to interested individuals. Continuing education credits are given. Coffee is provided and snacks are on a rotational schedule. See Ron or Mike for more info.
  • There will be a Mid Atlantic Sustainability Conference the 1st weekend in September. See Charles Hendricks for more info.
  • The 2014 Region of the Year application deadline is April 15, 2014.
  • April 1 & 2 there is a Certified Aging in Place Specialist training event.
  • There was discussion about possible Braced Wall training for the Harrisonburg/Rockingham area or as a region with possible joint sponsorship with AIA.
  • HJR 648 was for a tax credit up to $5000.00 for accessibility.

10. Adjournment: Mike Williams adjourned the meeting at 11:59am.
