The Uttarakhand Livestock Development Board (ULDB) has received 100% grant from Government of Uttarakhand & GoI for establishment of Compact “Cattle Feed Fodder Block Manufacturing Unit” of 30 MT per day capacity of each at Dehradun (Kalsi) & Udham Singh Nagar (Rudrapur). ULDB invites sealed bids in prescribed bid document from eligible bidders for the following Schedules:

A complete set of bid document for each Schedule can be purchased from the office of the ULDB from 27.05.08 to 30.06.08 on all working days [11.00 a.m. to 3.00 p.m] against payment of non-refundable Demand Draft of Rs.1125.00 (inclusive of VAT) drawn in favour of ULDB payable at Dehradun . Request for bid documents to be send by post should be accompanied with an additional amount of Rs.100.00 (Inland).
Separate bids should be submitted for each Schedule. Bids should be submitted in two sealed covers, one superscribing “Technical Bid” and other “Price Bid”. Both covers shall be put in another sealed cover superscribing the envelop with “Bid for the Establishment of Compact “Cattle Feed Fodder Block Manufacturing Unit”. The last date of submission of Bid is 01.07.08 on or before 11.00 a.m. The Technical Bid will be opened at 11.30 am on 01.07.08 & Price Bid of the technically qualified bidders will be opened at 2.30 pm on the next working day.

SECTION I. INVITATION FOR BIDS (IFB)

1. The Uttarakhand Livestock Development Board has received a grant in aid from Govt. of Uttarakhand & GoI towards the cost for the Establishment of Compact “Cattle Feed Fodder Block Manufacturing Units” in the state of Uttarakhand and it is intended that part of the proceeds of this grant will be applied to eligible payments under the contracts for which this Invitation for Bids is issued.
2. The Chief Executive Officer, ULDB now invites sealed bids from eligible bidders for the Establishment of Compact “Cattle Feed Fodder Block Manufacturing Unit” on with following details:

This straw cutter should be specially designed for chopping roughages which has elastic stems, like Paddy straw, Sorghum Stover/Maize/Bajra etc, into small pieces of size 20mm-25mm for paddy and 10-15 mm for sorghum suitable for feeding ruminants and making densified TMR. The feeding is through conversed chute.

The design should be suitable to operate the machine on the rated capacity. The knives should be made of High Carbon Steel.

The mixture should be suitable for mixing of low density roughages with high density concentrate with provision for pressure spraying of molasses on the mixture to ensure homogenized mixture of its ingredients. The ingredients should be mixed uniformly, only ± 2.5% variation will be permissible. The machine should be equipped with suitable on line molasses tank with a holding capacity of 2000kg fitted along with electrical heater (without causing any charring or burning of molasses) and molasses pump of suitable capacity for required pressure spraying through spray boom.. / Capacity: Combined hourly capacity of mixers in terms of their volumetric & weight handling /mixing capacity be more 2715 kg. The mixers, in tandem ,should work in a way that while one is being loaded & perform mixing operation the other is in process of discharging mixed material to be collected in suitable batches and its conveyance for further processing by densifier. The mixing time and discharge time cycle should be suitably designed to achieve the desired degree of homogeneity ,capacity and uniformity of outflow.

All other attachments, fittings pressure hose pipes, couplings, jointers and pressure generating devices , along with hydraulic and electric controls The machine should be PLC controlled. / The machines should be of suitable size & design to reduce the volume of the mixed raw ingredients nearly six times to achieve the required Bale Size of 60 cm x 40 cm x15 cm on rated capacity having a bail /block weight of 15 kg each and should be able to produce compact bales as per capacity specification of plant .The expected no of bales/blocks manufactured are 90- 95 blocks per hour. The compression and compress holding time should be properly designed to keep the post compression expansion of bails as it comes out of the densifier to a minimum.
