Utility Equipment Operator II
Primary Reason Why Classification Exists
To perform manual labor and skilled equipment operations work in the repair and maintenance of utility lines and streets, athletic ball fields, parks, water and wastewater piping systems, or other municipal structures, facilities, and grounds.
Distinguishing Features of the Class
An employee in this class performs routine manual labor and skilled equipment operations work as part of maintaining and repairing safe and attractive structures, facilities, streets, and grounds for use by Town residents. Work is distinguished from the Equipment Operator I level by the type and complexity of work assignments, the knowledge of or license to operate certain equipment, and degree of supervision required. This classification is non-supervisory and work is performed under the direction of a senior equipment operator or maintenance supervisor. Work is evaluated by a field operations supervisor and evaluated by visual inspection of work, meetings, compliance with safety procedures, and overall quantity and quality of work.
Illustrative Examples of Work
- Operates asphalt roller, gasoline powered tamp, street sweeper, air compressor, pickup trucks and trailers, tractors, front-end loaders, forklift, backhoe, dump trucks, and/or other motorized equipment that the employee is trained to properly operate, which may include vactor and camera equipment
- Lays pipe; erects street signs; cleans ditches; operates forklift at warehouse; hauls dirt and materials to job sites using dump truck; mixes small batches of concrete required for jobs
- Performs masonry and asphalt work in connection with tasks; makes utility cuts; flags traffic
- Clears rights-of-way of limbs and debris
- Operates sewer jet truck and rodding machine as required to address emergency situations and to maintain the sanitary sewer system
- Performs general cleanup of facilities such as cleans and lubricates truck reels, nozzles, hoses, blades, and preventive parts; informs supervisor of equipment repair needs; completes other operators maintenance on assigned vehicles and equipment
- Operates and maintains various types and sizes of assigned vehicles and equipment; performs all required operators maintenance, inspections and related work per manufacturers specifications for each specific items assigned
- Responds to calls by Town residents regarding water and wastewater problems
- May be responsible to oversee the work of other employees as may be assigned by supervisor
- Performs other equipment operation and general labor duties as assigned
- Required to work “on-call” rotation schedule
- Performs other related duties as may be assigned
Knowledge, Skills, and Abilities
- Thorough knowledge of the principles and practices of operating various types of heavy construction equipment
- Thorough knowledge of the traffic laws and traffic control
- Thorough knowledge of the occupational hazards involved and the safety precautions necessary to the proper operation of varied construction and maintenance equipment
- Considerable knowledge of installation and maintenance practices for water and sewer services
- Knowledge of fundamental soil characteristics indigenous to the area
- Knowledge of the role of a crew leader
- Knowledge of occupational health and safety practices required in performing water and sewer pipe maintenance and when working in traffic control zones
- Knowledge of municipal water and sewer line locations, connections, and pressures
- Skill in operating heavy equipment used in water and sewer pipe maintenance
- Ability to communicate effectively, both verbally and in writing, with other employees and citizens; ability to explain work to be performed and end results to be expected
- Ability to understand and comply with supervisory instructions
- Ability to identify and report maintenance needs of various pipe maintenance structures
- Ability to make minor repairs and adjustments to equipment
- Ability to establish and maintain working relationships with coworkers and supervisors
- Ability to respond back to work for emergencies or in support of other personnel as required
Physical Requirements
Work in this class is defined as heavy work requiring physical exertion of in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of frequently, and/or up to 20 pounds of force constantly to move objects. Employee has to perform physical activities such as climbing, balancing, stooping, kneeling, crouching, reaching, walking, standing, pushing, pulling, lifting, grasping, feeling talking, and hearing. Employee must have the visual acuity to visually inspect small defects or parts, operation or inspection of machines and earth moving equipment, use measurement devices, and to determine the neatness and accuracy of work assigned. Employee must have the stamina to work for extended periods some of which in emergency situations.
Working Conditions
Work is performed primarily in outside environmental conditions including extreme heat and cold with snow and ice. Employee is subject to noise which may cause the employee to shout in order to be heard above the ambient noise level. Employee is subject to vibration, such as exposure to oscillating movements of the extremities or whole body and is also subject to workplace hazards including proximity to moving mechanical parts or exposure to chemicals, oils, fuels, and potential for blood borne pathogens in raw untreated sewage. Employee is subject to atmospheric conditions due to exposure to fumes, odors, and dusts and may work in close quarters, crawl spaces, shafts, man holes, small areas of sewage and water lines, and other areas which could cause claustrophobia. This position has been deemed Safety Sensitive.
Education
High School Diploma or GED equivalency.
Experience
Two (2) to four (4) years of experience in the operation of equipment used in street maintenance work
Special Requirement
- Valid NC commercial driver’s license (CDL-A)
- Required: obtain and retain Waste Water Collection Grade I Certification
- Preferred: obtain and retain Grade C Water Distribution Certification
- Preferred: obtain and retain Grade C Well Certification
- Certified in first aid & CPR
- Employee required to successfully complete the NIMS course work applicable to the position within one year.
FLSA Status: Nonexempt (eligible for overtime or equivalent compensatory time at 1½ times the employee’s regular weekly rate for all hours worked in excess of 40 hours in the Town’s official work week and not the employee’s work schedule)
