Thursday, March 16th, 2017: President and Vice President Applications should be submitted electronically to . The endorsement papers (signatures) must be delivered to the Front Desk in the Department of Residence Life for Lori Develice Collins, South Gruenhagen 263, by 4:30pm.
Thursday, March 30th, 2017: Presidential and Vice Presidential candidate question and answer session during the USRH Assembly meeting held in the Badger State Room of Gruenhagen at 4:35 pm.
Tuesday, April 4th, 2017 - Thursday, April 6th, 2017: Presidential and Vice Presidential elections from Midnight on the 4th through 11:59pm on the 6th via the Hall Government Voting MyUWO Portal application.
Saturday, April 8th, 2017: Presidential and Vice Presidential candidates must turn in their financial reports by 11:59pm to the Elections Commissioner Box in the USRH Office
Thursday, April 6nd, 2017: Treasurer, Secretary, Ncc/Wcc, and DIA candidate nominations during the USRH Assembly meeting in the Horizons Village Study Lounge at 4:35pm.
Thursday, April 13th, 2017: Treasurer, Secretary, Ncc/Wcc, and DIA candidate nominations and speeches during the USRH Assembly meeting in Badger State Room of Gruenhagen at 4:35pm.
Thursday, April 20th, 2017: Treasurer, Secretary, Ncc/Wcc, and DIA elections during USRH Assembly meeting in the Badger State Room of Gruenhagen at 4:35 pm.
April 27th, 2017: The new Executive Board will be inducted into office during the USRH Awards program in the Badger State Room of Gruenhagen at 4:35 pm.
May, June or July 2017: 2-day USRH Executive Board Retreat (date determined by newly elected executive board and USRH advisors)
August 22nd- September 5th: USRH Executive Board Fall Training & Opening Preparations (Consult the USRH advisor if you plan to apply to be an Odyssey Leader, PAL, desk worker, or any other UW Oshkosh commitment that may conflict with some days of training.)
USRH Executive Board Application Guidelines
2017-2018
1. If applying for President or Vice President, the application must be submitted electronically to no later than Thursday, March 16th, 2017 at 11:59 pm. Some of the information provided in the biography form for the President or Vice President positions, will be included on the voting application through MyUWO Portal.
2. Each Presidential and Vice Presidential candidate must obtain fifty (50) signatures of endorsement by current students living in the residence halls, with a minimum of five (5) residence halls represented. We recommend obtaining a few extra signatures in case some signatures are inaccurate.
3. Endorsement papers for President or Vice President candidates must be given to the front desk of the Department of Residence Life office for Lori Develice Collins, South Gruenhagen 263, by Thursday, March 16th at 4:30 pm.
4. Read the USRH Election By-Laws and the USRH Constitution sections pertaining to the position you are applying for completely and carefully. Copies are available on-line at http://usrh.housing.uwosh.edu.
5. You have the right to report any violations of the USRH Election By-Laws you witness. To file a grievance, please fill out the Elections Grievance Report found in this packet. Be complete and detailed about the type of violation. This report must be filed within 24 hours of the violation. You will need to contact the Elections Commissioner to collect the grievance report.
6. A Campaign Financial Report must be filed by all persons running for a USRH Executive Board position. Each candidate running for Presidential and Vice Presidential elections may spend money or its equivalent not to exceed fifty ($50) dollars. If you chose not to spend any money, it must be stated “I did not spend any money for my campaign.” If you do chose to spend money on your campaign you are to be specific regarding the items used to enhance your campaign. You must attach all original receipts to the form (use additional sheets if necessary). This form must be turned in to the USRH Office by President and Vice President candidates by Saturday, April 8th, 2017 by 11:59. Please refer to Article 4, Section D of the Election By-Laws for spending guidelines.

Campaign Financial Report
Each candidate for the USRH Presidential and Vice Presidential elections may spend money or its equivalent not in excess of fifty dollars ($50.00). Each candidate must submit this report even if no money was spent. One (1) copy of all campaign literature and a statement showing the exact number of copies of each shall be submitted to the Elections Commission within forty-eight (48) hours after the polls have closed. Campaign costs are the responsibility of the person or persons campaigning. USRH does not reimburse costs incurred.

Presidential Powers
1. Represent USRH at all public functions.
2. Act as an authority in interpreting the constitution and Rules of Order.
3. Act as an authority in interpreting the By-Laws in the absence of the Elections Commissioner.
4. Enforce the Rules of Order, the Constitution and its By-Laws at all times.
5. In the absence of an NCC/WCC, act as parliamentarian at USRH Assembly meetings, or appoint one.
6. cast the deciding vote in case of a tie.
7. Cancel meetings with a two-thirds (2/3) majority vote of the USRH Assembly and call alternative meetings.
8. Keep the USRH Assembly informed on any matter that affects the residence hall system, and provide representatives with such information at any meeting.
9. Appoint and oversee chairpersons to ad hoc committees with Executive Board (USRH, Oshkosh Student Association, Reeve Advisory Council, Reeve Union Board, etc.).
10. Be available during the summer to meet periodically with the advisor.
11. Represent USRH at meetings with All-Campus Executive Board (USRH, Oshkosh Student Association and Reeve Union Board).
13. Plan, prepare the agenda and preside over weekly USRH Executive Board meeting.
14. Work with the USRH advisor to plan summer retreat.
15. Meet with the Director of Residence Life monthly, with the USRH Vice President.
16. Organize at least one Leadership Round Table event for all hall leaders per a semester in conjunction with the USRH Vice President.
Vice Presidential Powers
1. Serve as President in case of presidential vacancy until a new one is elected.
2. Oversee all standing committees, chairpersons, Student Organization Representatives and Paid Assistants of USRH, except Programs Committee, and Hall Funds Committee.
3. Assist the President in carrying out the executive duties of USRH.
4. Chair all USRH Assembly meetings.
5. Have a copy of the Rules of Order, the Constitution and By-Laws at all meetings and be well versed as to their contents and meaning.
6. Represent USRH at meetings with All-Campus Executive Board (USRH, Oshkosh Student Association, Reeve Advisory Council, Reeve Union Board, etc.).
7. Monitor the attendance of office hours by Committee Chairpersons and Paid Assistants.
8. Hold a monthly Committee Chair Board (CCB), with those Committee Chairpersons/Paid Assistants who are required to attend as named in the individual description of their positions.
9. Work with the Director of Internal Affairs on planning the USRH Assembly Fall Training.
10. Organize at least one Leadership Round Table event for all hall leaders per a semester in conjunction with the USRH President
11. Meet monthly with the Director of Residence Life with the President.
12. Plan Pre-Awards
13. Oversee all current members of the USRH Assembly.
14. Communicate with and advise the Elections Commissioner individually at both party’s convenience.
Director of Internal Affairs Powers
1. Train and oversee all USRH Hall Representatives and Activities Committee.
2. Hold monthly Hall Representative Council (HRC).
3. Oversee recruitment for all open positions within USRH, with help from other members of USRH.
4. Be responsible for the planning of the USRH End of the Year Banquet, and work closely with the Programs Committee in planning the annual USRH Formal.
5. Notify all representatives and their respective hall in regard to absences from Assembly meetings or un-served office hours.
6. Work with the Vice President on planning the USRH Assembly Fall Training.
7. Help with retention of all USRH members.
8. Maintain speakers list during Assembly Meetings.
9. Coordinate the tables for the Taste of Oshkosh during fall and spring semesters.
Treasurer Powers
1. Advise USRH on financial matters.
2. Aid the Executive Board in the preparation of the annual USRH budget.
3. Responsible for the prompt payment of all authorized expenditures made by USRH.
4. Responsible for the collection of all money due to USRH.
5. Maintain financial reports.
6. Present a monthly financial status report to the USRH Assembly and keep the Executive Board informed as to the financial status of USRH.
7. Submit a financial status report at the end of the term to the USRH Assembly.
8. Advise the USRH Hall Funds Committee Chair.
9. Organize and store USRH monetary records for seven (7) years.
10. Train USRH Assembly on how to access funds.
11. Shall submit honorarium proposals, and work with the secretary and advisors to generate proposed amounts.
Secretary Powers
1. Responsible for the production and distribution of agendas at the USRH Assembly meetings.
2. Record accurately, produce and properly distribute minutes and run-throughs of the USRH Assembly meeting within five (5) days after the meeting.
3. Distribute hall representative and committee chairperson nameplates at the USRH Assembly meetings.
4. Keep the USRH files up to date.
5. Responsible for the clerical aspect of USRH correspondence and documentation.
6. Monitor the attendance of office hours by hall representatives.
7. Be responsible for taking minutes at USRH Executive Board meetings.
8. Serve as the USRH Historian.
9. Be in charge of recognizing members of the Assembly at each USRH meeting.
National Communications Coordinator/Wisconsin Communications
Coordinator, hereinafter referred as to NCC/WCC Powers
1. Act as the voting representative for USRH at GLACURH, NACURH and WURHA business meetings.
2. Responsible for all GLACURH, NACURH and WURHA business.
3. Choose a delegation and appoint delegation leaders for the GLACURH, NACURH and WURHA conferences with the assistance of their advisor.
4. Report all conference information to USRH.
5. Maintain communication with the state, regional and national directors, the Regional Communications Coordinator, Wisconsin Communications Coordinator and other NCCs and present the necessary reports to USRH.
6. Assist in taking advantage of all benefits and services offered by NACURH, including the National Information Center and corporate contracts held by NACURH.
7. Compose a Conference Anthology for GLACURH, NACURH and WURHA.
8. Maintain communication with others in state, regional, and national residence hall organizations
9. Act as parliamentarian at USRH Assembly meetings.
