The meeting began at 1305.

Minutes were approved unanimously (Jim Peterson 1st/Dave Kolva 2nd).

No Treasurers Report was received. It was noted that checks were being processed slowly but Lana was getting them out. Recent bank statements show that the organization is solvent. The three accounts show funds in excess of $27,000, $12,000 and $7500. The last was believed to be funds available for J.O. travel.

Old Business

No bids have been received for the major meets. Bloomsday bid and received the Road Race Championship. Ephrata hosted the last 10K Championship and would be approved if they submit a bid. The association is still look for a host for the Track Championship. Central Valley and the Spokane Distance Project have expressed interest in hosting and Shadle Park could host again. An alternate location could be the University of Idaho, W.S.U. is not available. Kim Kutsch is available to assist the hosting organization with past experience. The most challenging aspect is registration, which is available on-line although user friendly meet day registration has been accomplished. Remember that hosting advice is available, sanctions are necessary, and considerations for the steeple and hammer be made. The Inland NW Combined Events Championship will be 8-9 June at Lewiston (ID) High School and include all eligible age groups.

Reports

President Mike Hinz gave a report on the 2012 USATF Convention. (See 2012 Convention Report.docx at He will apply for a grant association development grant that provide startup money for new clubs or restarting inactive clubs. Twenty thousand is available and he will apply for a $2000 grant. Approximately $500 would be allotted to new/renewed clubs for expenses including fees, equipment, and/or supplies. These could also be used for Sport Medicine clinics, developing smaller interest events like race walking, or officiating.

He attended the Master Anti-Doping meeting. The main take from this meeting was to avoid nutritional supplements. Approximately 25% are contaminated with the presence of prohibited substances. Doctor orders are necessary for documented therapeutic users of banned substances. Additionally, Biological Passports/Profiles can establish norms for individuals that vary widely from established standards.

New standards for accreditation were established. The numbers for members, clubs and officials reflect large club numbers but are difficult for smaller geographically challenged regional clubs like ours.

Ed Brandstoettner noted that officials need to recertify no later than 31 March to maintain their current qualification level. Clinics are scheduled for WSU and SCC. The 2012 rule book is used for the test and is available on-line. If ordering a hard-copy, you will receive a 2013 version that is not used on the test.

Jim Peterson reported on Cross Country and Road Racingconvention items. He noted that prohibited substances include cortical steroids and albuterol that have legitimate therapeutic uses. Additionally, the Australians are developing a more sensitive test for EPO. At the US XC Championships, Inland MW members, Katie Knight and Andrew Gardner qualified for the National Team. It was noted that meet directors of sanctioned meets must post results. This is important to declare champions in the road racing series and be eligible for USATF insurance. Henry Hodgman can update results and keep the calendar current if he receives proper input.

Asdrubal Lopez, DC provided a report on the convention’sSports Medicine/Science. The success of the track Olympians (29 medals) validated the effects of sports medicine and massage. The 2013 budget for sports medicine has been fully funded by the USOC as a result.

Integrated Sport Science provides analysis of athletic performance. Clinics sponsored by the organization can provide immediate feedback to improve athletic performance by 2.3% in elite athletes. Functional Movement Screening (FMS)can evaluate deficiencies and sport therapists can implement improvements in mechanics. Asdrubal Lopez, DC would be available for consultations. Additionally, an cloud-based integrated sport science database has been developed for clinics and sport science providers that meets HIPPA standards.

Sports Medicine provides counseling support in the area if nutrition, psychology and therapists. At risk athletes should consider blood testing to develop standards for individuals. The process should be more accessible and available for athletes.

Travel money for sports medicine is becoming a priority. This will allow a core of sports medicine personnel to travel to National/International competitions and become familiar to athletes. At the Olympics, there was one provider per 15 athletes. Sports massage is being recognized as very important and the athletes expect this function. The USATF sponsors High Performance Workshops for tier 1-4 athletes. This provides immediate feedback from evaluations and improves performance by 2.3%. Additionally, there is a Medical Registry in development that will track providers’ compliance with licensing, background checks and disclosure agreements.

He also attended a Bob Adams informational on banded substances. Many have legal uses that must be documented. Needles are completely banned with their affiliation with banned substances. Needles should not be carried and not be used for draining blisters. Altitude tent training is okay. Sexual malformation test or exams should be documented early. A report on the US Postal Cycling investigation is pending. Supplements should be avoided since traces of banned substances are found due to either the manufacturing process contamination or use of prohibited substances.

Asdrubal Lopez, DCcontinues an association with Eastern Washington University. He is opening a private practice in Spokane Valley.

Youth reports from the convention noted a large turnover of chairs with over a quarter new representatives at the convention. Topics of discussion included new on-line registration and getting background checks completed. Rule changes of note are the age group name change to just numbers and eliminating descriptive terms. The new rulebook has safety procedures for the pole vault and throwing events.

A new membership/youth chair is necessary to replace Kim Kutsch. This is an important part of organization since youth membership is the largest chunk of our club. Emphasis should include on-line registration and complete of annual background checks for all adults working with youths.

A new sanctions coordinator is needed to replace ShaneSorey. A possible volunteer for this position is Ransom of the Moses Lake Club.

There was no new business.

The next meeting will be after the Association Championship Meet on 15 June 2013. The location has yet to be determined.
