Meeting the UP Program Objective
Background: The objective of the UP program is to increase the participation of urban Aboriginal People in the economy. The overarching approach to achieve this outcome is through the elimination of barriers to economic participation and through the development and/or enhancement of partnerships at the community, regional and national level.
Definition:Indigenous and Northern Affairs Canada (INAC) defines the objective of “participationintheeconomy” asmeaningthat Aboriginal Peopleshavetheskills,knowledgeandtrainingtosecure,maintainandexcel ina strongand vibrantCanadianeconomy.Itisgenerallyacceptedthatincreasedparticipationintheeconomyisachievedbyindividualshavingasuitableeducation,askillset, lifeskills,self-advocacyskillsandcanaccessandutilizeservices/supportsthatreducesmallchallengesthat createbarriers,such astransportationandchildcare.

Project Partnerships
Background: UP Projects are expected to emphasize the developmentand/orenhancementofpartnershipsatthecommunity,regionalandnationallevel. Partnerships will of significant emphasis in assessing UP project proposals. Furthermore, all approved UP projects will be expected to report extensively on activities and outcomes related to partnerships. Performance measures related to partnerships will include: # of new partnerships developed, # of formal or mature partnerships established, financial and in-kind contributions from partnerships and sustainability potential of project through partnership support.
Question 6. The UP project application process requires that a proposed project receive 3 Letters of Support from confirmed partners. Using ONLY the partnerships identified in the 3 Letters of Support, complete the boxes below to identify these 3 partners, and the following:

- Contributions: List all in-kind and/or monetary contributions.eg. additional funds, professional expertise or time, subsidized fees, donate supplies/equipment, etc.
- FundingSource: if partner is providing cash-funding, indicate the source of funding. Eg. self-generated profits, fundraising, NWT/NU Government department name, Territorial Government department name.
- Financial or Equivalent Contribution Amount: indicate total cash and/or monetary equivalent of in-kind contributions. To estimate a person’s time contributions, skilled labour is estimated at $25/hour and unskilled labour is estimated at $15/hour.

Community Description

Definitions:
Formal Partnership / A partnership which has been formalized through a written agreement, and in which both parties have something to contribute for a mutual benefit.Eg. Funding Agreements, Memorandum of Understanding agreement, Protocol agreement, Sponsorship agreements, etc.
Informal Partnership / A partnership in which there is no written or formalized agreements, but in which the parties have established a type of relationship. Informal Partnerships may include those in which contributions may be somewhat one-sided, such as receiving donated goods from a local business.
Eg. Local business donates money or goods to project; another community organization is involved on a project advisory committee, another organization provides free/subsidized workshop to project, etc.
Mature Partnership / A partnership in which all parties are accountable for the results and risk something if the partnership is not successful.
Eg. Directly partnering with another organization to collaboratively deliver the same project, or to each deliver complementary components that are part of the same project.
Participation in the Economy / Participation in the economy means that Aboriginal peoples have the skills, knowledge and training to secure, maintain and excel in a strong Canadian economy. It is generally accepted that increased participation in the economy is achieved by individuals having a suitable education, a skill set, life skills, self-advocacy skills and the ability to access and utilize services/supports that reduce small challenges that create barriers such as transportation and childcare.
