VALUE BASED SELECTION OF DESIGN TEAM

THE PROCESS

1.GENERAL

1.1The University of Aberdeen/ Aberdeen City Council intends to commission a Design Team through a competitive interview process to provide services to a major project to construct a new Regional Sports Centre facility. It is intended that whilst this notice is issued by University of Aberdeen on its behalf and that of its partner Aberdeen City Council the selected team will be formally appointed to a Special Purpose Company set up and jointly funded by University of Aberdeen and Aberdeen City Council to procure the Regional Sports Centre Facility.

1.2The Architect will take the role of lead consultant and will form a multi-disciplinary team to include Quantity Surveyor, Planning Supervisor, Civil/Structural Engineer, Services Engineer and such specialist advisers as are deemed appropriate by the lead consultant.

2.PROCESS

2.1The purpose of this selection is to ensure that all Consultants are aware of the procedures to be adopted by the University of Aberdeen/Aberdeen City Council for the selection, tender and appointment of a Design Team to the project.

2.2The University of Aberdeen/Aberdeen City Council will select a team of consultants of a quality that will ensure that the works will provide best value for money

2.3Given this objective, it has adopted a quality based consultant selection procedure. The main components of this are:

Stage 1: Pre-Qualification
  • All practice responding to OJEU Notice to complete the accompanying pre-qualification Questionnaire. This will be assessed for quality to identify consultants to be short listed.
  • The number of consultants selected to proceed to the next stage of the quality based selection procedure will be restricted to a maximum of 6.
Stage 2: Tendering

The tendering process will be in 3 stages:

  • Submission of a pre interview, project specific questionnaire
  • Presentation/interview
  • Fee submission

2.4Pre interview submissions will be assessed and scored for quality by a selection panel comprising representatives of the University of Aberdeen and Aberdeen City Council.

2.5The selection panel will interview practices and will formally assess the interview. (see also paragraph 4.1 below)

2.6Fees will be sought as the final part of the process and quality and price will be balanced in the ration 70%/30% in accordance with guidance issued by the Construction Industry Board in its publication “Selection Consultants for the Team: Balancing Quality and Price”.

3.SCORING SYSTEM

3.1Pre-Qualification

The Pre-Qualification questionnaire will be assessed to establish consultants to proceed to the tender stages. This mark will not be carried forward.

3.2Pre Interview Submissions

Pre-interview questionnaires will be assessed by the selection panel for quality only and practices meeting a relevant quality threshold will be invited to attend a presentation/interview.

3.3Presentation/Interview

3.4Practices will be invited to make a multi-disciplinary team presentation to the selection panel. Quality scores from the pre-qualification questionnaire assessments will be adjusted to reflect the presentation/interview performance and to identify final quality scores for each team.

4.JUDGING PANEL

The judging panel is expected to comprise:

University of Aberdeen and Aberdeen City Council representatives from the Regional Sports Centre Project Board.

5. FEES

5.1Fees will be sought as the final stage and quality and price will be balanced in the ration 70%/30% to identify the team offering best value.

6.SCOPE OF SERVICES

6.1It is proposed that the design team will provide full services at all pre and post contract stages, to include advice in respect of best practice issues such as procurement strategy, sustainability, risk management, value management and life cycle costs.

The requirement is that each discipline will provide a full service.

7.PRE-QUALIFICATION CRITERIA

7.1The short listing of applicants from pre-qualification submissions will be based on criteria which will include.

  • Resources
  • Financial standing
  • Relevant experience of some or all of:

-Sports projects

-Leisure projects

-Educational projects

-university projects

-Local Authority Projects

-flexible, durable and innovative buildings

-sustainable buildings

-building with a comfortable internal environment

-buildings with a good access for all

-experience of BREEAM
