Roll Call: Present:Michelle Voorheis,Cheri Johnston, Jim Kiser, Brian Smith, Joe Rizk, Jeff Harrington, Gerald Stadler, Nancy Belill. Absent: Rick Savage Guests: Frank LeMieux, Ron Belill Note: Jim Kiser excused himself at approximately 5:45pm.

Chair CommentsPriorities of the BDA include: Educating new members, Getting the budget in line for 2016, A mission to put Vienna Twp. “on the Map” by developing marketing plan for commercial property in the district. And, thank you to Cheri Johnston for hard work and efforts on the beautification project.

Treasurer’s Report:Motion made by Stadler second by Rizk to adopt the Treasurer’s Report. All yes, Motion Passed

Note: The treasurer’s report total bills includes previously paid bills for this month that have been pre-approved and budgeted as well as new bills presented at this meeting after the month end report was completed.

Visitors/Tony McKerchie of Power Source Electric provided information on two bids for Bridge Park lighting. Bid 1 for $5,707.00 includes one pole with two LED flood lights and electrical receptacle at the designated parking area. Bid 2 for 5 additional poles along trail in lower level for 15,363.00.

Mr. McKerchie also offered assistance with future planning objectives for the marketing committee and the next phase of lighting from Peterson Dr. to Jennings Rd.

Committee Reports: I-69 Trade Corridor–Voorheis will meet with Janis Karcher to discuss membership.

Trolley Line Trail/Bike Path – First draft of Consumers contract reviewed.

Beautification Project:Belill announced that Bridge Park was selected for the 2016 Master Garden Tour and presented a report of projects that need to be completed yet this year in preparation. The Board will tour the park to look at finishing the trail, adding trees along Vienna Rd., additional lighting bid and possible play-scape. These issues will be discussed at the next board meeting.

Bridge Park Phase II – The Board discussed the lighting bid for the parking area. Motion made by Rizk second by Harrington to accept the bid from Power Source Electric for the

single light pole including an outlet for the parking area in the amount of $5,707.00. Roll Call Vote: All yes, Motion Passed

Master Plan – No report

Memorial Gazebo – Stadler informed the Board that the Moore property is no longer available but is working on alternate location.

Linden Rd. Pipeline – No report

Marketing Committee – Kiser, Smith, Voorheis – Smith explained that the group is working on priorities. Voorheis offered to have her daughter make a few adjustments to the Logo and bring back the result. Smith explained that the Marketing Grant application will be finalized, criteria will be determined and any additional changes will be made and provided to the Board at the next meeting. The Marketing Committee will be working with Johnston and the Master Gardeners to determine a plan of action on a promotional campaign for the 2016 Garden Tour.

MDOT sign project – Savage, Johnston–No report

Unfinished Business:Light Post repairs – McKerchie assured the Board of the quality of repainting that is currently being done on the chipped poles and if any future issue occurs then he will pull the poles for replacement.

Bench repairs – Voorhies - The bench in front of Sims has been repaired and replaced.

Sprinkler Repairs at Applebees – Voorheis - The bill for $733.10 has been paid by Applebee’s for damages to the sprinkler lines during construction.

Security Cameras – Rizk is continuing to work on gathering information.

District Decorations – Voorheis requested a volunteer from the Board to work with Mowl on bringing information to the Board on the cost of light pole and holiday decorations.Belill volunteered for this committee.

New Business: Budget Plan 2016 – Voorheis requested that all Board committee and project members review their funding needsfor 2016 and submit their request for the new budget.

Flag Displays – After discussion, it was determined that the BDA will take responsibility for hanging the American Flags at the overpass. The Flags at the Clio Welcome sign will also be lowered for half-staff honor notifications by the Governor’s office.

MDA Annual Conference – Motion made by Rizk, second by Johnston to approve up to $1,000.00 for the cost of the conference, hotel and expenses. Roll Call Vote: All yes, Motion Passed.

Board Comments:Supervisor Rizk encouraged theBoard with priorities to Maintain and Develop the BDA.Areas to include areMarketing & website access, Industry in the form of an Industrial Park and Real Estate contacts for commercial development. The Township has access to helpful information.

Voorheis - If the Township decides to withdraw membership from the 1-69 Corridor, they may need the Township Board vote and provide a resolution to resign since it is a Township seat.

Announcements:Announcements were provided to the Board on the agenda.

Report from office:The Board was informed that a request and offer of a donationfrom a family that would like to seea bench be installed at theWilson Rd. Parking Lot was received. The BDAhas several older benches that we are going to re-furbish for the Lake Rd. parking lot project so one of those could goat Wilson Rd. in the name of this family (The donation is not enough to pay for a new one.)Since the BDA is currently working with Consumers, we did check to make sure a benchcould be installedat Wilson Rd.within our contract guidelines. We also see that there are large pot holes and a broken guard rail. Whenwe move forward with the Lake Rd. parking lot, we could get someextra crushed concrete to fill in those potholes and fix the guard rail when installingthe bench. Since it is not BDA districtand the Twp. mows and cares for that parking lot,wewould need approval from the Twp. Board to proceed.Rizk requested Mowl to contact the Twp. office and ask that it be placed on the Agenda for the next Monday meeting to be considered.
