Sub: Relaxation in Uniform Specifications of Paddy for Kharif Marketing Season 2006 - 07 in Orissa – regarding.

Sir,

I am directed to refer to your letter No. 17-954/SFS&CW dated 1.9.2006 and DO No.20527/SFS&CW dated 4.10.2006 seeking relaxation in specifications of paddy for Kharif Marketing Season 2006-07 in respect of Orissa.

2. In order to reduce hardship of farmers and to avoid distress sale of paddy, it has been decided to procure paddy in Orissa subject to the following conditions:

1. The maximum limit in respect of damaged, discoloured, sprouted & weevilled grains may be allowed upto 5% against the existing limit of 3% provided under uniform specifications with full value cut.

2. The maximum limit in respect of immature, shrunken and shrivelled grains may be allowed upto 5% against the existing limit of 3% provided under uniform specifications with full value cut.

3. Paddy under relaxed specifications will be procured with value cut of Rs.23/- per quintal for Common and Rs.24 /- per quintal for Grade ‘A’ variety. Thus the relaxed specification paddy would be purchased from the farmers at the rate of Rs.557/- per quintal in respect of Common and Rs.586/- per quintal for Grade ‘A’ varieties. Separate account should be maintained of paddy procured under relaxed specifications. The relaxation will be subject to the State Government utilizing the milled rice from such paddy for TPDS/Other Welfare Schemes.

4. The above relaxation will be in operation with immediate effect.

Subject: Relaxation in Out Turn Ratio (OTR) in respect of Custom Milled Rice for Kharif Marketing Season 2006-07 – regarding.

In continuation of this Department’s letter of even number dated 25-10-2006 regarding relaxation in uniform specifications of paddy for KMS 2006-07 , I am directed to state that for smooth operation of custom milling of rice from paddy procured under relaxed specifications, it has been decided to reduce the out turn ratio by 2%. Accordingly, the out turn ratio stands reduced to 65% for Raw Rice against the existing limit of 67% and 66% for Par Boiled Rice against the existing limit of 68% in case of Custom Milled Rice, obtained from the paddy procured under relaxed specification.

The above relaxation will be in operation with immediate effect.

I am directed to refer your letter No. 17954/SFS&CW dated 01.9.2006 and 25102 dated 29.11.2006 wherein you had requested for relaxation in Uniform Specification of paddy/OTR for Kharif Marketing Season 2006-07. These relaxation were issued vide this Department’s letters of even number dated 25.10.2006 and 8.12.2006.

The Kharif crop has been harvested and new rabi crop has come and there is no report of damage to this new crop. Therefore the relaxation given vide this Department’s letter dated 25.10.2006 and 8.12.2006 will not apply to the paddy crop procured after the issue of this letter.
