Background

UNICEF is present and active in Romania and in 190 countries and territories to help children survive and thrive, from early childhood through adolescence.In Romania, UNICEF works closely with key stakeholders such as the Government, Parliament, local authorities, civil society, the private sector, national and international partners and the media to provide all children with access to quality early and school education, to protect adolescents and monitor child rights, to ensure social protection and leverage resources for children.

Justification

UNICEF seeks to increase public awareness of children issues and related work, activities which require developing special communication materials ranging from infographs, factographs, presentations with graphics, to posters, brochures, leaflets, newsletters,invitations, press layouts and other types of materials.

The concepts and texts of these materials are mostly developed in-house, but there is a need for design and DTP services.

In this context, UNICEF is looking to contract consultantsto edit different layouts for the materials that support its activities.

Specific Tasks:

  • Provide design and DTP according to provided brief
  • Make necessary changes as solicited
  • Sizing of layouts according to solicitations

Expected deliverables:

  • Layouts and/or DTPin different formats as per requested tasks
  • Deadline for developinglayouts (depending on the type of complexity) will be between 4-5 hours and 2-3 days

Qualifications

  • At least 5 years’ experience in graphic design and DTP
  • Demonstrated ability to meet deadlines
  • Flexibility in responding to the contractor’sneeds
  • Creativity
  • Good skills in English and Romanian

General conditions: procedures and logistics

Consultant will work outside UNICEF premises, with the exception of convened meetings.The consultant will be responsible for paying income taxes and any other due taxes as per applicable national legislation. UNICEF Terms and Conditions (attached) will apply.

Standard procedures in the delivery of the products

Copyright of materials belongs to UNICEF.

All materials in support of the implementation of the task will be provided by UNICEF office upon assignment of the specific tasks.

In case of late delivery of services and unsatisfactory performance on behalf of the Consultant, UNICEF may refuse to accept delivery of all or part of the services and claim liquidated damages as per UNICEF Special Terms and Conditions.

Timeframe and duration of the assignment

As these layouts are developed on an irregular basis, depending on the needs and opportunities, the contract will be awarded based on the price per type of layout for a period of 1 year, with the possibility of extension up to 2 years. Expected volume of work is around 4-5 layouts every month, fluctuating depending on campaign needs.

Remuneration

Payments will be made30 days after delivery of materials. The consultant will be paid per deliverables.

Monitoring and evaluation of the assignment

The contractor will report and work in close cooperation with the Communication and Fundraising Department and Programme Specialists.

  • A brief cover letter mentioning expertise;
  • Credentials/ Samples of previous work;
  • P11 and a recent CV in Englishincluding details on DTP and design-related experience
  • Contact details for three professional references;
  • Financial offer in RON for layouts as follows:

-Cost per infograph/factograph

-Cost per A5 (ex: brochure, invitation, leaflet etc): simple, moderate, complex design

-Cost per A4 (ex: newsletter, poster, brochure etc): simple, moderate, complex design
