Purpose of the position
Regional Office for CEE/CIS as part of its accountability provides technical support, oversight and quality assurance to the twenty one country offices in the CEE/CIS while it also extends its supports in all areas related to Human Resources Management to also other entities based in Geneva, that of EMOPS and Programme Division PD outpost unit and the two UNICEF offices based in Brussels and Florence respectively,
Under the direct supervision of the Regional Chief of HR the consultant will support, facilitate and provide guidance with a range of activities related to recruitment and selection of staff and non-staff to all the hiring units and managers based in the Regional Office for CEE/CIS, twenty one country offices in the CEE/CIS region and other above mentioned clients to whom Regional Office extends the HR support.
Moreover the incumbent will be working on the following major duties and responsibilities will be performed:
Duties and Responsibilities
1. Responsible for implementing and administering an effective and timely recruitment processes in support to the efforts of hiring offices (Regional Office for CEE/CIS, 21 Country Offices in CEE/CIS, EMOPS in Geneva, PD in Geneva, Brussels and Florence) in identifying and retaining the best talents available to support the strategic human recourses needs of the respective office and the organization. Ensure that the recruitment and selection process promotes equity, transparency, and consistency in the selection and placement of staff.
2. Work to establish a targeted approach to recruit specialized talent, with particular focus on filling posts requiring specialized expertise, at the regional, or local level.
3. Support the hiring managers to finalize the shortlists of applicants, ensuring that all shortlisted candidates meet the criteria as defined in the vacancy notice and any specific requirements corresponding to the needs and requirements of hiring units. Ensure that the selection panels are advised on the rules and procedures pertaining to the recruitment and selection processes and that selection and recruitment process is conducted in accordance with staff selection policy.
4. Responsible for preparing high quality recommendations, and adhering to global timelines for the office selection, while also acquires references for external candidates.
5. Responsible for compiling and preparing the recruitment package for the submission to the respective review body and final approving authority in line with the requirements outlined in the staff selection policy and other relevant administrative instruction governing the recruitment of specialized expertise and consultants;
6. Liaises with counterparts in the Division of Human Resources, New York on recruitment related activities for International Professional Staff including submissions for the review and clearance of Global Central Review body;
7. Responsible for review of respective country office recruitment packages prior to presenting this to the Regional Central Review Body or at the final approval authority;
8. Advises UNICEF staff and external candidates on selection requirements and when requested provides feedback on the interview performance;
Qualifications and Experience of Successful Candidate
Advanced university degree in HR Management, Psychology or related field. A first university degree may be accepted in lieu of an advanced university degree with additional qualifying experience.
8 years of experience in the field of Human Resources management, with minimum of 3 years’ experience in the area of interviewing and recruitment.
Recent experience with competency based interviewing highly desirable. Experience in recruiting in the UN framework highly desirable. Experience in recruiting diverse profiles in international settings.
Experience in outreach and candidate search highly desirable.
Strong interpersonal and communication skills with need for proficiency in English, both written and oral. Working knowledge of French desirable.
Ability to work independently and under pressure, managing multiple priorities and focused on achieving ambitious workloads to tight timescales while ensuring high quality results.
