PURCHASE OF VEHICLES AND PLANT

The Nongoma Municipality is hereby inviting prospective service providers to submit bids for the purchase of vehicles and plant as per specification attached in the tender document.

Tender documents will be available as from 08:00 on Thursday the 13th April 2017 and thereafter on weekdays from 08:00 until 16:00 at Nongoma Municipality Cashier’s Office, Lot 103 Main Street Nongoma 3950.

A non-refundable tender fee of R250.00 is payable in cash at finance department. Proof of payment will be required during the collection of the tender document.

Acceptable quotes will be evaluated based on price on the basis of 80 points financial offer and 20 points for meeting B-BBEE contributor status. After the closing date the tender will be valid for 90 days.

Bids are to be completed in accordance with the conditions and bid rules contained in the tender document and supporting documents must be placed in a sealed envelope and clearly marked “Purchase and Delivery of new municipal vehicles”, must be deposited in the tender box at, Nongoma Local Municipality, Lot 103 Main Street Nongoma 3950 by not later than Friday the 28th April 2017, at 12h00.

The municipality does not bind itself to accept the lowest or any bid, and reserves the right to accept any bid or part thereof.

Bidder’s attention is specially drawn to the provisions of the tender rules which are included in the tender document and as follows:

Nongoma Municipality Supply Chain Management Policy will apply,

Request for tender will be valid for a period of 90 days

Request for tender must only submitted on the documentation provided by Nongoma Municipality ( Original document)

An original valid tax clearance certificate of a company must be submitted with the tender document

An original current account in terms of water and electricity / rates and taxes obtainable from your local municipality must be submitted or lease agreement

Certified copies of identity documents of directors and owners of the company must be submitted

B- BBEE Certificate with SANAS logo is applicable

Failure to comply with these conditions will result in immediate disqualification of the tender.

Service Providers should be on Municipal Data Base if not please collect data base forms at SCM Office or down load them from Municipal website ( ) and submit them with your tender document.

EVALUATION CRITERIA

The point scoring system will be as follows:

Functionality/quality: tender must achieve at least 60% in order to qualify for the second stage.
