EMERGENCY PLAN

  1. Introduction

The initial response should be provided by the police, fire and ambulance services who will call for support and assistance from the East Riding of Yorkshire Council as appropriate.

In the event of any major incident, Twin Rivers Parish Council needs to have procedures in place for supporting the community, in co-ordination with the East Riding of Yorkshire Council.

We should be able to act faster than many of the responding organisations, as we have the local knowledge contained within this plan that could prove invaluable during the response to a major incident.

This means that anyone with a copy of this plan can pick it up and use it. Even people new to the area will have full knowledge of where to go for the resources.

  1. Aim

Our aim is to plan properly for any emergency, learning lessons from previous incidents whilst adopting a rational and logical decision making process that will enable our plan to work. Twin Rivers Parish Council will monitor and evaluate the plan. If it is not current or is flawed we will re-write it.

  1. Plan Ownership and Document Control

This plan and the information within it are private and confidentialand should only be released to members of Twin Rivers Parish Council or those individuals involved in its implementation.

SECTION 1: ACTIVATION

When the plan will be activated

This plan will be activated when at least three membersof Twin Rivers Parish

Council or three membersof Twin Rivers Emergency Team along with the

Chairman consider it necessary to take action in response to an incident and when

action cannot be taken effectively without triggering the arrangements outlined in this

document.

How the Plan will be Activated

This plan will be activated when threeof the persons listed above and the chairman decide that the plan should be triggered and begin to follow the initial actions checklist in section 2.

If appropriate ERYC should be informed that the plan has been activated.

SECTION 2: THE RESPONSE

Should an alert be in progress an email will be delivered to Vanessa Lond, Paul Rudd and Christine Royston.

Upon receipt, it is the responsibility of Paul Rudd and Christine Royston to forward on and confirm each of the emergency committee has received said information by following up with a phone call.

SECTION 3: INITIAL ACTIONS

PRIORITIES ARE:SHELTER, EMERGENCY MEDICAL CARE, FOOD AND WATER.

Remember

  • Laws and regulations still apply during an emergency – Health and safety, Speed restrictions, Insurance, Food hygiene and Data protection must be properly observed
  • No-one should carry out any task or activity that they are not properly trained for or qualified to do. Under no circumstances should anyone be put at risk as a result of responding to the incident
  • All those involved in this plan must follow the instructions and advice of the emergency services.

INITIAL ACTIONS

Assess the nature and the scale of the incident AND TAKE CHARGE.

What ? - Crashed aircraft, natural disaster (severe weather) flooding, heatwave

Where? - Location – Be as precise as possible

Casualties - Numbers, many or a few

Fire - Extent and or probability

Services required - Fire, Ambulance, Police, ERYCC, public utilities

Your location - Become “forward control”

  • In an emergency dial 999
  • Tune into BBC radio Humberside (95.9FM) or Viking FM (96.9FM). Listen for updates on the emergency. Follow any emergency services advice issued
  • Make contact with the emergency services and ERYCC (if appropriate) and when instructed declare a major incident
  • Identify hazards/causes of further problems and minimise their effect:- e.g.Flooding, arrange for drains and gullies to be cleared and the river defences to be inspected
  • Inform the Emergency Management Team members via the pyramid system
  • Identify and establish a rendezvous point that is a minimum of 200 metres away from the incident
  • Establish initial traffic control through ERYCC, Police and Emergency services
  • Gather as much information about the situation as possible and commence logging of events. Is evacuation necessary? Identify safe exits and arrange a SAFEevacuation assembly point
  • Agree and establish a command centre (see section 2)
  • Vulnerablemembers of the community will need to be contacted as appropriate and advice/assistance should be offered
  • Open emergency accommodation and ensure you have a power supply and heat. Arrange food supplies
  • Emergency medical caremembers of the community identified in the attached documents are those qualified to provide emergency medical care(emergency plan street wardens)
  • Arrange for community resources/organisations to be made available as necessary(emergency plan street wardens)
  • Provide access to isolated homes – What might be required to do this? Boat, Tractor, 4x4
  • Make provision for livestock and pets. What animals are at risk? Arrange for relocation. Contact the RSPCA
  • Check designated e-mail systems regularly
  • Tell the community that the emergency team is functioning and if appropriate maintain a presence in the affected area

SECTION 8: PLAN MAINTENANCE

Plan Maintenance – Roles and Responsibilities

The plan should be reviewed every two years.

During the review every section of the plan should be checked for accuracy.

The committee will have the responsibility for reviewing the emergency plan and should report back to the Parish Council to confirm a review has taken place.

Any updates to the plan or lessons learned from exercises should be approved by the committee before any changes take place.

The committee members are responsible for providing an updated version of the plan.

This plan should be exercised every twoyears. The committee will have the responsibility of organising the exercise. A guide and potential scenarios are available by calling 01482 393056.

The chair of the committee should make sure that all the people who are involved in the plan are aware of their role and know they might be contacted during an emergency.

Christine Royston is responsible for making sure the plan complies with Data Protection and all other appropriate legislation.
