TWIC APPLICATION PROCESS

ALL 4/C REGIMENTAL STUDENTS ARE REQUIRED TO OBTAIN A TWIC BY THE END OF THE FALL SEMESTER – DECEMBER 12, 2014

What is a TWIC – TWIC is a common credential for all personal requiring unescorted access to secure areas of Maritime Transportation Administration (MTSA) regulated facilities and vessels and all mariners holding US Coast Guard issued credentials. TSA will issue workers a tamper-resistant “Smart card” containing the worker’s biometric (fingerprint template) to allow for a positive link between the card itself and the individual

Enrollment process - The enrollment process consists of the following components: optional pre-enrollment, in-person enrollment, security threat assessment and notification of the results, and issuance of the TWIC to the applicant.

Step One : Applicants pre-enroll online to enter all of the biographic information required for the threat assessment and to make an appointment at the enrollment center to complete the process (although appointments are not required).

Step Two:Then applicants must visit the enrollment center where they will pay the enrollment fee, complete a TWIC Application Disclosure Form, provide biographic information and a complete set of fingerprints, and sit for a digital photograph.

The applicant must bring identity verification documents to enrollment and in the case of aliens, immigration documents that verify their immigration status, so that the documents can be scanned into the electronic enrollment record.

Step Three: Upon notification, return to enrollment center to pickup your card. Your fingerprint will activate the card.

Pre-enrollment (You MUST Pre-Enroll to Save Time) - Pre-enrolling online will save you some time when you go to the enrollment center, but it is not required. To pre-enroll, provide the requested information at

Please make careful note the rules for generating a pre-enrollment password. (You will save yourself a lot of trouble!)

  1. Minimum password length is eight characters.
  2. Passwords must contain at least one of each of the following: one alphabetic uppercase, one alphabetic lowercase, one numeric, and one special character.
  3. Passwords shall not contain any two identical consecutive characters (example: 22apples, 14588904).
  4. Passwords may contain no more than two identical consecutive characters in any position from the previous password.
  5. Passwords shall not contain any dictionary word.
  6. Passwords shall not contain any proper noun or the name of any person, pet, child, or fictional character.
  7. Passwords shall not contain any employee serial number, Social Security number, birth date, phone number, or any information that could be readily guessed about the creator of the password.
  8. Passwords shall not contain any simple pattern of letters or numbers, such as “qwerty” or “xyz123”.
  9. Passwords shall not be any word, noun, or name spelled backwards or appended with a single digit or with a two-digit “year” string, such as 98xyz123.
  10. Pass phrases, if used in addition to or instead of passwords, should follow these same guidelines.
  11. Passwords shall not be the same as the User ID.
  12. Password length will be selected to provide a level of protection commensurate to the value or sensitivity of the resources or data it protects, but not less than eight characters.

Cost of TWIC card - The cost of the TWIC card is $129.75 per applicant and is valid for five years.

What information do I need to provide?

Each applicant for a TWIC must provide biographic information, identity documents, fingerprints, sit for a digital photograph, and pay the established TWIC fee.

Applicants must provide the appropriate documents in order to verify their identity. They must provide one document from list A, or two from list B, one of which must be a government-issued photo ID:

List A:

  • Unexpired US passport
  • Unexpired Permanent Resident card or Unexpired Alien Registration Receipt Card with photograph
  • Unexpired foreign passport with one of the following: I-551 Stamp; Attached INS Form I-94 indicating unexpired employment authorization; Unexpired Employment Authorization Document (I-766); Unexpired Employment Authorization Card (INS-688B); OR with one of the following Unexpired Visas: E-1, E-2, E-3, H-1B, H-1B1, L-1, O-1, TN, M-1, C-1/D
  • Free and Secure Trade (FAST) Card
  • Merchant Mariner Document (MMD)

List B (need two and one must be a government-issued photo ID):

Personal privacy - The Transportation Security Administration (TSA) will send pertinent parts of the enrollment record to the FBI, as well as within the Department of Homeland Security (DHS), so that appropriate terrorist threat, criminal history, and immigration checks can be performed. TSA will review the results of the checks to determine if the person poses a security threat, and will notify the applicant of the results. When TSA determines that an applicant qualifies to receive a TWIC, a credential will be produced and sent to the enrollment center at which the applicant applied.
