JOB DESCRIPTION
POST TITLE:Estates Supervisor
GRADE:C

RESPONSIBLE TO:Operations Manager
Purpose of Job:
- To be responsible for the delivery of an efficient and effective, customer focused, value for money caretaking and handymenservice
- To undertake a regular programme of inspection of all internal communal areas, and external grounds/land
- To undertake inspections to ensure that fire risks and fly tipping issues are addressed
- Work with the Housing Team to implement estate and neighbourhood improvement works.
- To ensure that agreed service standards for all contracted works ie grounds maintenance and cleaning are achieved and performed to a consistently high standard, meeting customer expectations.
Duties & Responsibilities
Leadership/Management
1.To be responsible for all aspects of caretaking and handymenworks to Trent & Dove housing stock and estates
2.To provide day to day supervision and performance management of the workforce including regular onsite assessments and toolbox talks in all matters relating to the service to ensure that the correct works are carried out to the correct standard.
3.Manage, support and motivate the operatives in your team and ensure they are recruited, trained, managed, appraised and developed effectively in accordance with Trent & Doves policies and procedures.
4.Ensure that operatives in the team are able to achieve maximum efficiency and effectiveness by planning and scheduling the work taking action to address any imbalance.
5.To act as a mentor to apprentices and trainees providing support and assistance
in completing NVQ portfolio’s and attending progress meetings at the college as
required.
6.In the absence of the OperationsManager ensure that there are always effective cover arrangements in place in the team so that there is no disruption to front line service delivery.
7.To provide cover for the Repairs, Electrical and Voids Team Supervisors as required.
Planning/Contract
1.To work effectively with Supervisors and the Repairs Service Advisors to ensure that resources are allocated efficiently and targets are effectively met.
2.Plan the overall labour resource needed to deliver the work. If there are any significant labour imbalances bring these to the attention of the Operations Manager in time to ensure effective action can be taken.
3.Provide support and guidance to operatives during the course of work, so that correct outcomes are achieved first time.
4.Ensure details of all work completed are recorded. Identify any changes to work practices that should be introduced in future, and/or training issues.
5.Responsible for visiting sites, undertaking risk assessments and organising works to a successful conclusion.
6.Give clear direction to any sub-contractors undertaking work on your behalf, ensuring this work is completed on time, to the correct quality and that costs are controlled.
7.Obtain quotations from suppliers and sub contractors to demonstrate the service’s commitment to achieving value for money.
Consultation
1.To consult and be a named point of contact for customers in all aspects of the caretaking and handymenservice
2.Provide information, advice and guidance to customers, colleagues and other appropriate bodies and groups.
3.Seek feedback from stakeholders ensuring continuous improvement and achieving best value.
4.Attendance at meetings both in and out of working hours and initiating or ensuring follow up action or relevant matters arising there from.
Performance
1.Ensure that the quality of work undertaken by the team and/or any subcontractor meets the required technical and performance standards of Trent & Dove Housing both in relation to delivery and quality.
2.Review any works that are not completed on time and any where a recall has been required. Determine the cause of the problem and where appropriate take action in order to avoid repeat occurrences.
3.Provide effective performance management (including monthly one to one meetings) to the workforce under your control. Set realistic targets for operatives, identify and report on training needs, monitor implementation and ensure early action is taken if performance is falling short of objectives.
4.Undertake particular investigations under the direction of the Operations Manager. For example, investigate jobs that incur a high level of variations or time delay. Ensure any loss making types of work are identified and reviewed and work with the Operations Manager to take action and address any such problems.
5.Attending meetings and preparing reports, information and estimates and dealing with enquiries as appropriate.
6.To deal effectively with customer complaints and insurance claims
7.To undertake disciplinary investigations and present findings at hearings.
8.To maintain effective record keeping and audit trails of all work activities.
9.Make full and appropriate use of IT to achieve best value outcomes, ensuring you are familiar and competent at using the systems and programmes in place.
Special Conditions
1.Must hold a full driving licence and have access to motor vehicle and insured to Trent & Dove’s requirements.
2.Occasionally, may be required to attend out of hours emergency incidents, for which appropriate payment or time in lieu will be granted.

2.To carry out and review risk assessments for work activities and premises under your control, ensure the findings are communicated to those who need the information and control measures are implemented and monitored.
3.To investigate accidents, incidents of ill-health and near miss or hazards reported by staff.
