Main Purpose of the Job:

Responsible for the strategic implementation of the Council’s Information management programme of works to include the development and delivery of strategies, policies, training and governance arrangements to provide the necessary leadership to develop and support a culture of high quality information management practice across the Council, including responsibility for the strategic management of Data Protection and Freedom of Information to ensure compliance with regulatory and statutory obligations.

This involves the delivery of efficient and effective solutions around people and processes as well as any required technology and information changes. Supporting the Corporate Director of Transformation and Resources SIRO to deliver Central Governments ‘Information Governance Agenda’ and supporting members, partners, contractors and others who work on behalf of the Council to meet the legal and statutory obligations placed on the Council. This will encompass Information Security, Training, Awareness raising, Records Management, Data Protection, Freedom of Information, Environmental Information Regulations and the wider information agenda, ensuring that information law, rights and practice are undertaken with the aim of protecting privacy, facilitating lawful personal data sharing, ensuring appropriate access and protection to Council held information and improved records and information security management.

Main Duties:

  1. To be responsible for ensuring compliance with all relevant statutory requirements with a reporting responsibility to the Corporate Management Team
  2. To develop, implement and manage strategies to assure that information and data is managed and handled according to current Government guidelines for data protection and data sharing, as well as business needs, by creating a highly efficient information governance service.
  3. To be responsible for the administration and discharge of the Councils functions under the Data Protection and Freedom of Information legislation.
  4. Lead, support and engage all levels of the Council, its partners and schools and customers in their responsibilities/rights to manage the information assets of the council complying with legislation, standards and best practice.
  1. Manage and monitor the budget for the Information Governance, ensuring sufficient resources are in place with appropriate funding
  2. Responsible for the creation of an Information management and information risk framework for all strategies, policy, procedures and advice concerning the collection, retention, security and management of information, personal or otherwise, required by the Council in the course of its business
  3. Proactively keeping abreast of up to date information management knowledge and practice, current legal case law, central and regional government information agendas, i.e. transparency, security, usability, innovation, citizen self-service and data sharing, public body shared services initiatives etc. and ensure that where appropriate these are adopted and reflected in Council policies and procedures.
  4. To stretch performance and engender ambition, recognise key issues and priorities, monitor progress with intervention where needed and support the achievement of key actions and goals. To utilise tools to audit compliance e.g. NHS IG Toolkit, records management code of practice, audit guides etc. To support team members and officers of the Council, its partners, and schools in being successful, maximise contributions and potential, encourage creativity and team identity.
  5. Devise and develop processes to assist employees, members, partners and others working on behalf of the Council to safeguard the confidentiality, integrity and accessibility of information, both electronic and otherwise, and reduce the risks to business continuity and enforcement.
  6. Maintain contact with the Information Commissioner office to resolve complaints and deal with all correspondence and negotiations to bring matters to a satisfactory conclusion avoiding fines to the Council for non-compliance for corporate issues and lead on investigations of data breaches and other information related investigations.
  7. To develop and manage the Council publication scheme
  8. Identify records management needs of the Council ensuring that records are legally admissible, reliable, useable and stored and disposed of in accordance with statutory and operational requirements.
  9. Provide efficiencies in management of Council’s records, e.g. by reducing duplication facilitating data sharing and collaboration and reducing costs for offsite storage
  10. Attendance at local and national groups to represent the Council and ensure compliance with the changing requirements of information governance.
