Sealed tenders are invited from the experienced Class I Electrical contractors by the Divisional Railway Manager (Electrical), South Western Railway, Mysore for the under mentioned work. Tenders will be received up to 15.00 Hrs. of 27-02-2015 and opened on the same day in presence of Tenderers:

(I) : Tender Forms will be issued from : 02-02-2015.

(II) : Last date for sale of tender forms : (a) By Hand : 26-02-2015 up to 16-00 hrs ,

(b) By Post : 20-02-2015.

(III) : Period of completion : 90 days each, for all the above works.

(IV) : Last date for submission of Tender : 27-02-2015 up to 15-00 Hrs.

(V) : Date & Time for opening of the Tender: 27-02-2015 at 15-30 Hrs and onwards.

(1) Earnest Money:

a) Earnest Money Deposit should only be in cash or Banker’s Cheque/Demand Drafts in favour of favour of FA&CAO/SWR, executed by State Bank of India or any of the Nationalized banks or by Schedule Bank only. Tenders not accompanied by the requisite EMD will be summarily rejected.

b) Participation of Joint venture (JV) firms in Works Tender: The Joint Venture firm shall be required to submit Earnest Money Deposit (EMD) along with tender in terms of the provision contained in Para-5 (Earnest Money) of Part-I of GCC.

(2) The EMD amount in the form of cash will be received by the Divisional Pay Master, South Western Railway -Mysore, only up to 13-00 hrs. on 27-02-2015 for the above tender work including cost of tender form down loaded through Web/Net.

(3) EMD in the form of FDR/TDR’s or Bank Guarantee Bond/SMED will not be accepted and tender offer is invalid/ summarily rejected.

(4) The cost of tender form shall also be deposited in favour of Sr.DFM/SWR/Mysore in the form of DD or cash paid at Railway station/ Cash office at Mysore, Bangalore and Hubli division. Tenders not accompanied by the requisite cash receipt towards cost of tender form /GR will be summarily rejected.

(5) Such of those tenderers who wish to obtain tender form by post should remit an additional amount of Rs.500/- (Rupees five hundred only) over and above that indicated cost for the tender form to the allocation 008782- 54 for each tender document, as the same will be sent only by registered post.

(6) If the dates of the receipt and opening of tender happen to be a declared holiday on a later date, tender will be opened on the very next working day.

(7) In respect of postal tender, Railway will not be held responsible for delay in to and fro transit.

(8) Tenderers, in their own interest, are advised not to make any changes or modifications in the contents of the tender documents (including the Schedule of Rates and Quantities) downloaded from the website. If tender document is down loaded from web site, the cost of booklet should be sent along with tender booklet, failing which tender will be summarily rejected.

I/We______have read the various conditions of tender attached hereto and hereby agree to abide by the said conditions. I/We also agree to keep this tender open for acceptance for a period of 90 days from the date fixed for opening the same and in default thereof, I/We will be liable for forfeiture of my/our “Earnest Money Deposit and Security Deposit”. I/We offer to do the work for” Mysore Division: Automization of lighting arrangements at station, pit line, yard area and pumping installations at Mysore.” the rate quoted in the attached schedule and hereby bind myself/ourselves to “complete the work” within 3 months from (date of execution of Agreement or from the date of the letter of intent whichever is earlier) I/We also hereby agree to abide by the General and Special Conditions of contract and to carry out the work according to the specifications for materials and works laid down by the Railway for the present contract.

2.  A sum of Rs. 21,000/- is herewith forwarded as “Earnest Money”. The full value of the same shall stand forfeited without prejudice to any other rights or remedies if,

a)  I/We do not execute the Contract document within 15 days after receipt of notice issued by the Railway that such documents are ready, or

b)  I/We do not commence the work within 7 days after receipt of orders to that effect.

3. Until a formal agreement is prepared and executed, I/We agree that this letter of acceptance of the tender shall constitute a binding contract between us subject to modifications, as may be mutually agreed to between us.

4. The formal agreement will be executed within 15 days from the date of letter of intent.

CHAPTER – I
INSTRUCTIONS TO TENDERERS AND CONDITIONS OF TENDERING

1 INVITATION OF TENDERS:

Senior Divisional Electrical Engineer, Mysore invites Sealed Tenders for the work as mentioned below:

Name of work : Mysore Division: Automization of lighting arrangements at station, pit line, yard area and pumping installations at Mysore.

The tender book consists of Volume I only

2. SCOPE OF WORK:

2.1 The scope of this work along with the list of stations where the works are to be carried out are furnished in Chapter IV of Volume-I.

2.2 Clarification about the latest policies / practices for execution can be received from the Office of Divisional Railway Manager (Electrical )/South Western Railway/Mysore.

3 SUBMISSION OF OFFERS:

3.1 All offers in the prescribed forms (Vol. I) should be submitted before the time and date fixed for the receipt of the offers. Offers received after the stipulated time and date will be summarily rejected.

3.2 In case the date of opening happens to be a holiday, the tender will be received and opened at the same time on the next working day.

3.3 All offers shall be either type written or written neatly in indelible ink in English. Each page of the offer must be numbered consecutively. A reference to total number of pages comprising the offer must be made at the top right hand corner of the top page.

3.4 All copies of the tender paper (Vol.I) shall be signed in ink by the tenderer, on each page including closing page, in token of his having studied the tender papers carefully.

3.5 RATES IN FIGURES & WORDS:- All prices and other information like discounts, etc. having a bearing on the price shall be written both in figures and in words in the prescribed offer form only . In case of difference in words and figures the amount written in words will be taken into consideration. In case of any difference in Unit rate and Total Amount/Rate, only unit rate will be taken into consideration & accordingly Total amount will be calculated. In Case any column left blank in Price Schedule ( Chapter II), the offer will be summarily rejected. If any column is filled with ‘ NIL’ or ----[Dash] , the value will be taken as ‘ 0’ [ Rs zero only ] for the purpose of arriving at the total amount quoted be the tenderer. All the rates including discounts etc is to be quoted in Schedule of Rates [ Chapter II, Schedule A] only and should not be quoted in the Covering letter. If quoted only in covering letter, it will not be considered and rates will be arrived on the basis of rates quoted in Schedule A only. (THE TENDERERS MAY PLEASE NOTE: This tender is now being called on percentage basis. The total tender value has been furnished in the tender schedule including rates for individual schedule of items. The tenderer shall quote their offer either on (+) or (-) or At Par basis. In case of any difference in their offer, between percentage & total value mentioned , only percentage will be considered and accordingly rate /total value will be arrived) .

3.6 ATTESTATION OF ALTERATION:- No scribbling is permissible in the tender documents. Tender containing erasures and alterations in the tender documents are liable to be rejected. Any correction made by the tenderer in his entries must be self-attested.

3.7 The Tenderer shall submit his tender duly filled up along with the following in a Sealed Cover:

i) Offer letter complete in the original format & a copy of Electrical License [ See Chapter I A ( Item 16)].

ii) The Rates for the complete schedule of works as detailed item wise (both in figures and words).

iii) A Receipt for having deposited the Earnest money.
