Port/Incident Area Summary
Oil spill response operations are ongoing. Current goal remains to keep commercial traffic flowing in all ports in the Gulf of Mexico. There are no plans to restrict traffic coming from main shipping lanes into or out of the ports of New Orleans, Pascagoula, Gulfport, Mobile, Pensacola, or Panama City. Mariners are urged to remain clear of the response area bounded by specific coordinates conveyed via broadcast notice to mariners, NAVTEX and Port Coordination Team announcements. Cleaning stations are established in the New Orleans and Mobile AOR for both deep draft & shallow draft (brown water) vessels as described in Recovery Actions below.

MTS Impact
All port waterways are open with no restrictions. Vessel traffic is strongly encouraged to avoid the spill areas during voyages; vessels should make every effort to avoid coming in contact with oil, ensuring safe navigation. Vessels following these procedures will greatly reduce the possibility they will need their hull cleaned at a future date.
It is the intent of the Captain of the Port of New Orleans and the Captain of the Port of Mobile to facilitate marine traffic movement to the fullest extent possible throughout the oil spill response. To that end, the Coast Guard will examine all measures necessary to ensure commerce through the Mississippi River Gulf of Mexico and the Intracoastal Waterway continues with minimum restrictions.
All locks remain open with the exception that the Ostrica Lock is closed for repairs/maintenance. Bridges remain operational and east/west traffic is unrestricted.

7-30-10 a.m. (Mobile). 8 have self-assessed today as of 0900 CST. 873 Vessels have self-assessed to date. (05) Commercial deep-draft vessels required DECON. (02) Commercial Tugs and Barges required DECON.
Deep-draft is defined as greater than 12 ft. or approx. 3.9 meters. Stakeholder representatives are onboard and standing by/partnering to facilitate non deep-draft DECON prioritization issues with the MTSRU should this become necessary subsequent to an impact that would trigger non deep-draft DECON or delays.
Commercial Tug Vessels that transit through oil in the ICW: the vessel master is required to do a vessel self inspection and is required to complete a Vessel Self Assessment Form in order to determine if the vessel needs DECON. If the vessel has NOT transited through oil, a Vessel Self Assessment Form is NOT required.
Commercial Tug Vessels that transit in the Gulf of Mexico: the vessel master is required to do a vessel self inspection and is required to complete a Vessel Self Assessment Form in order to determine if the vessel needs DECON.
Tugs transiting to port from the Deepwater Horizon site as part of the oil spill response: the vessel master is required to do a vessel self inspection and is required to complete a Vessel Self Assessment Form in order to determine if the vessel needs DECON.
Tugs performing other duties that require them to transit through oil or have contact with oiled vessels are required to do a vessel self inspection and are required to complete a Vessel Self Assessment Form in order to determine if the vessel needs DECON.
Be advised that the self-assessment forms and decontamination procedural processes MUST be used to ensure timely tracking of vessels and allocation of resources for decontamination. All vessels entering port must complete and fax/e-mail the assessment 6 hours prior to arrival; if the vessel is sheening, the vessel MUST proceed through gross decontamination before entry will be allowed into port. 7-30-10 a.m. (Mobile). A vessel traffic monitoring unit (VTM) is established, and is standing by to be fully implemented when required by DECON OPS or when vessels are held in a queue (delays). The trigger points for decontamination with Area will be 12-18 hour delays.
7-30-10 a.m. (Mobile). The communications plan for the VTM is complete; currently communications with DECON locations, their vessels/personnel for commercial vessel monitoring and deconflicition are being conducted by cell phone communications and VHF Radio from the MTSRU. CG OS personnel are using secure instant messaging to pass information.
7-30-10 a.m. (Mobile). The MTSRU is prepared to populate the Portal DECON tracking spreadsheet on DECON'd ships thru the Mobile AOR in the MTSRU with reporting requirements to the SIT Status Unit and the UAC. The Ship tracks software is providing real-time vsl. status at the MTSRU with a feed to the SIT STATUS Board.

Waterways Management Actions
Sector New Orleans - There are no restrictions to vessel traffic on the Lower Mississippi River. Bar pilots report operations are normal and vessel traffic is entering/exiting the Lower Mississippi River. Bar pilots also report no vessels entering SouthwestPass have reported any sheening or presence of oil on any vessel. MSIB's related to incident posted on Homeport.
The Mississippi River is at 12.0 feet and on the fall in New Orleans.
The Army Corps of Engineers New Orleans District has issued Navigation Bulletin 10-62 for the Inner Harbor Navigation Canal (IHNC) Lock and IHNC/Lake Borgne Surge Barrier. Effective immediately all vessel operators working in support of the Deepwater Horizon Response must contact USCG Sector New Orleans, Waterways Management at to request priority lockings. In addition, priority passage for IHNC/Lake Borgne Surge Barrier for response vessels during scheduled closure hours (reference Navigation Bulletin MVN 10-38) may be requested through USCG Sector New Orleans at the email address listed above. These requests will be reviewed by the Coast Guard and forwarded to the IHNC Lock and/or the IHNC/Lake Borgne Surge Barrier upon approval.
The Rigolets has a series of barges partially obstructing the waterway in the vicinity of green light "3". These barges are part of the response effort and allow for 300-400 feet of navigable channel for vessel transit.
COTP New Orleans continues to have safety zones from South Pass in the vicinity of the mouth where booming is deployed or being deployed; Southeast Pass in the vicinity of the mouth where booming is deployed or being deployed; and Pass a Loutre, in the vicinity of the north fork where booming is deployed or being deployed. A 500 meter safety zone is established offshore around the riser of the Deepwater Horizon.
COTP New Orleans established a safety zone in Southwest Pass, from Mile Marker 10 BHP to Mile Marker 17.5 BHP (Light "18" to Light "6") in the vicinity of vessel cleaning operations (MSIB 91 07MAY10).
COTP New Orleans established a safety zone near the entrance to the Rigolets in the vicinity of the CSXRailroadBridge (MSIB 96 07MAY10).
COTP New Orleans established a safety zone in the following two areas:
(1). The Port of Venice, (Venice Jump and Tiger Pass), from its intersection with the Mississippi River proceeding to point 1/2 nm south of Venice Marina on Tiger Pass. This includes all slips in the Venice Port Complex.
(2). Baptiste Collette from Baptiste Collette Bayou Light #1 to its intersection with the Mississippi River. This is to protect vessels and personnel involved in booming operations in the area (MSIB 97 08 MAY10).
Marine Safety Unit Morgan City MSIB 009-10 Waterways Status: The Louisiana Offshore Oil Port (LOOP) remains open to vessels and is free of restrictions to marine traffic.
Mariners are requested to use extreme caution from Mississippi River Mile Marker 15 and South through all passes due to extreme maritime congestion. Anchorage areas and berths within the area are experiencing abnormally high utilization. Prudent seamanship, safety and security of vessels and personnel, and obedience of the rules of the road are critical for maintaining the safety of this waterway. (MSIB 105)
7-30-10 a.m. Sector Mobile - There is a safety zone now in effect in the Mobile COTP zone. Vessels may not come within 20m of booming operations, boom, or oil spill response organizations under penalty of law. In areas where vessels cannot avoid the 20m rule, they are required to be cautious of boom and boom operations by transiting at a safe speed and distance.
7-30-10 a.m. Sector Mobile - Bay St.Louis, Miss. – Bay St.Louis will remain open to vessel traffic unless there is a threat of oil.
7-30-10 a.m. Sector Mobile - BILOXI, Miss. – BiloxiBay and Pascagoula River East and West will remain open to vessel traffic unless there is a threat of oil.
7-30-10 a.m. Sector Mobile - MOBILE, AL - All tows are mandated to do a thorough Vessel Self-Assessment inspection prior to either turning northbound in MobileBay, entering Foley Land Cut eastbound, or passing Mile 33 EHL enroute to New Orleans. Promptly report any signs of oil, tar balls, or sheening and complete a Vessel Self-Assessment Reporting Form if contamination is discovered.
7-30-10 a.m. Sector Mobile - Mobile, AL: WeeksBay will be open to vessel traffic with limited restrictions.
7-30-10 a.m. Sector Mobile - PerdidioPass is open to all vessel traffic. A no wake zone has been established. The solid boom has been removed however the pilings remain. Mariners are advised to transit the area with caution.
7-30-10 a.m. Sector Mobile - Pensacola Pass, FL: During an imminent threat of oil the pass will be closed during flood tide; until that time it will be open to all vessels during both flood and ebb tides. If deployed, the boom at PensacolaPass will be tended for SAR response, ICW traffic, and any vessels that get caught out of the Pass and are inbound. The BP contracted vessel(s) tending the boom operations at PensacolaPass will be monitoring marine channel 16 and working marine channel 78. PensacolaPass will be opened during ebb tide.
7-30-10 a.m. Sector Mobile - Destin, FL: During an imminent threat of oil the pass will be closed during flood tide; until that time it will be open to all vessels during both flood and ebb tides. If deployed, the boom at DestinPass will be tended for SAR and response operations. The contracted vessel(s) tending the boom operations at DestinPass will be monitoring marine channel 16 and working marine channel 68. DestinPass should be expected to be opened during ebb tide.
7-30-10 a.m. Sector Mobile - WaltonCounty: As of 7/10/10 boom had been prepositioned at Tucker Bayou and ready for deployment in the event of oil impact. The boom is currently not impacting the ICW and is pending approval.
7-30-10 a.m. Sector Mobile - Panama City, FL: Panama City at St. Andrew’s Pass remains open with no restrictions. The deployment of booms around the installed pilings will not impede traffic.
All mariners are requested to use caution while transiting the area due to increased skimming and booming operations. Mariners are reminded not to cut, alter, or damage boom. Please report any damaged or adrift boom and direct questions concerning boom to Mobile Incident Command Post (ICP) Situation Unit by calling (251)445-3333.
Note: Most cleaning stations are mobile. Mariners are encouraged to stop at a safe location in the general area for vessel cleaning operations. Cleaning stations can be reached on VHF Channel 16 and 5 or DECON Dispatch (Manned 24/7) can be reached at 985-856-2611 or at Email Address .

Future Plans
6-2-2010 pm Continue frequent and open dialogue with port and maritime stakeholders. Vessel cleaning protocols are under development. Preventative booming efforts will continue to minimize impact to safety fairways. Long term restoration issues are being considered. Additional cleaning stations are being considered or planned at Sabine River. ICP Houma coordinating with MSU Morgan City for impacts at the Louisiana Offshore Oil Platform (LOOP), and relaying health & safety, and decon concerns to industry partners.
