1. Order of Business.

A. Call Meeting to Order

Chairman Mike Holz called the meeting to order.

B. Roll Call.

Present were commission members Dave Moore, John Behrens, Tod Maclay, Bob Werner and Mike Holz.

C. Approval of Minutes of August September 28th, 2017.

Behrens moved to approve the minutes as written. The motion was seconded by Moore and passed unanimously.

2. New Business.

A. Discussion/Action re: Land Division- Kevin and Debra Krause Survey - 4581 Hillcrest Dr., West Bend, WI53095 - Dividing 1 lot into 2 located in Section 19, Township 11 North, Range 19 East, WashingtonCountyWI.

Presented was a Land Division Planning Map prepared by the Eric Schmitz Corporation. Holz indicated that the proposal represents a cleaning up of the lot lines, and that the flag shape lot siting the dwelling and outbuildings is pre-existing. Behrens queried as to why the lot lines were not carried to the southern boundary, as well as the location of the existing tree lines and general topography. Maclay asked about current crops, and indicated that with the proposed change of ownership a permanent cover would likely be planted.

Holz Made a motion to recommend to the Town Board approval of the land division as proposed. Moore seconded the motion which passed unanimously.

B. Discussion/Action re: Building Plan for Cedar LakeSales - 4262 Woodcrest Ridge Dr, West BendWI53095

A revised Conceptual Site Plan was reviewed. Changes from a prior proposal include: fencing around the outdoor boat storage only; 10’ setbacks instead of 25’ along the buildings’ north side, and the orientation of the structures. Shop space is moved forward to avoid a big box aesthetic. Exterior materials have changed with more color offered. A pitched roof over the shop and other overhangs are proposed. Clerestory windows are proposed over two bay doors. Burnished block will identify firewalls.

Moore suggested accenting the buildings’ corners, and suggested the proposal is not meeting the code for architectural details. Maclay expressed concern regarding any future division/development of the parcel given the exceedence of allowable building square footage. Holz indicated that the only way to accommodate the setback requirements would be to make the building smaller. Holz discussed how this proposal might affect the lot to the south. Moore suggested approval of the proposal be conditioned on no future development of the parcel.

Some discussion followed regarding the Conditional Use Permit process, with the need for a landscape plan, and a stormwater plan. Holz indicated that the proposed changes are a step in the right direction, with a proposed draft CU permit composed by the Plan Commission Secretary before a CU public hearing is held. No action was taken.

C. Discussion/Action re: 33 West LLC - 4345 Highway 33 West, West BendWI53095.

It was noted that the required awnings have been installed. Proposed landscaping is pending (by June) with a written reminder to the property owner from Zoning Secretary Julie Ihlenfeld.

D. Discussion/Action re: New Single Family for Keefe and Lindsay Olig - 4286 Woodcrest Ridge Dr, West Bend WI 53095 - moving no development area.

Reviewed were schematics describing no development areas of Woodcrest Ridge Estates adopted and recorded upon the creation of the development. It was proposed that an area of the parcel designated as ‘no development’ be changed to allow for the proper siting of a new dwelling. Trees planted in 1982 were at issue. Holz queried about the direction of the flow of water from the area, and whether any immediate neighbor had any issues with the change. It was noted that a neighborhood association exists with bylaws to address such a situation. The proper process would be to update the CSM according to the rules of the association.

Werner made a motion to adjourn at 8:40. The motion was seconded by Behrens and passed unanimously.
