TOWN OF ST. JAMES

SPECIAL MEETING

November 19, 2009

The St. James Town Council met in special session at 9:00 a.m.in the Town Hall conference room on Thursday November 19, 2009.

Council Members Present: Bob Morrow, Gary Tagtmeyer, Jim Donnelly, Bruce Maxwell and Mayor Shelley Lesher.

Staff Present: Town Clerk/Administrator Josann Campanello

Others: Residents Dennis Becker, Tom Kuhn, Jim Lesher (SJ Fire Chief), John Dahill (SJ Asst. Fire Chief) and Jack Foggo. Also, Lisa Stites of the State Port Pilot.

The agenda was amended to add Public Comment.

1.  Rescue Truck Presentation – Jack Foggo

·  Jack Foggo presented the details of a new rescue truck as well as the reasons why this truck has become a necessity.

·  The SJFD has applied for a grant to cover the $160,000 cost of the truck, with delivery expected to be the end of January, 2010.

·  Thirteen volunteers are currently trained as rescue technicians.

2.  Amend Resolution 2010-08 to Change Date of Public Hearing on Voluntary Annexation Petition of the Signature Club Tract – Mayor Lesher

·  Due to the fact that the ad did not get in the newspaper in the required timeframe, the date of this Public Hearing had to be changed to December 1, 2009.

·  Bruce Maxwell made a motion to change this date.

Vote: 5/0, motion carried

3.  Deer Culling Update – Councilor Morrow

·  To date, 141 deer have been culled. The contract for culling is 150. The culling team has been told that they can continue to hunt but that they will only be paid for 150 deer.

·  A large shipment of deer meat has been delivered to the local Food pantry.

4. Programs Continued to New Council – Mayor Lesher

·  The Planning Board has been working on the Comprehensive Plan and should be ready to present the revisions to Council in January, 2010.

·  The Planning Board, with the assistance of Holland Consulting Planners, has been working on updating the SJUDO; to be presented at a later date.

·  Discussion regarding street lights – some residents are asking for more and some think that we have too many.

·  Public access to our restaurants – Bruce Maxwell and another Councilor will be liaisons involved in meetings with the POA, Developer and Troon.

·  The deer program will be ongoing.

·  Discussions regarding the second access to the Oak Island Corridor have been ongoing and will continue.

·  Community Center issues, which include AV/IT, Security as well as the Policies and Procedures which the CC Board have been working on.

·  Yard Waste & Recycling contracts will be due for renewal in 2010.

·  The rental agreement with the SJFD requires a notice from the Town.

5.  Final Thoughts from Workshops and Special Meetings – Mayor Lesher

·  Mayor Lesher and Town Clerk/Administrator Campanello reviewed the procedures that will be followed at the December 1st meeting. There are matters to be handled by the existing Council and additional matters to be conducted by the new Council.

·  Councilor Morrow added that he has served as the Town representative on the County Utility Board for the past six years and he recommended that someone else on the new Council take his place.

·  Councilor Donnelly mentioned that he has reviewed the Town audit carefully with Auditor Wayne Berry.

·  Mayor Lesher thanked the Council for all of the hard work that has been accomplished during her tenure.

6.  Public Comment

·  Tom Kuhn, Chairman of the Stormwater Committee, thanked the entire Council, and most especially Councilor Tagtmeyer, who has served as Council liaison for the Stormwater Committee. The Council has always been supportive and given helpful direction to this committee.

7. Adjournment – At 10:20 a.m., Councilor Maxwell made a motion to adjourn.
