Members Present:Mr. Mike Conklin Acting Chair,Mr. Bill Bolton, Mr. Dick Lewis, Mr. Neil McIver

At 6:00 pmMr. Mike Conklin called the meeting to order and Mr. Lewis led in the Pledge of Allegiance.
Approval of Minutes:

Announcements:
The following announcements were made:
The Select Board will meet on the following dates:
Regular meetingswill be held Monday December 9, 2013 and Monday December 23, 2013.
AllSelect Board meetings will be held at the Town Hall, unless otherwise posted
Citizens wishing to be listed on the Select Board’s Agenda should notify the Town Hall before 12 noon the Friday prior to the scheduled meeting.
Weather observations for the month of October are available in the Town Hall.
Town Offices will be closed Thursday November 28, 2013 and Friday November 29, 2013 for the Thanksgiving holiday.
2013 Holiday Parade will take place on Saturday December 7, 2013 at 5pm. Following the parade there will be hot chocolate available at the Senior Center along with a visit from Santa. Fireworks to follow at the amphitheater. Full schedule is on the town’s website
Plague Presentation:
Departing Planning Board member, Patrick Roach, was presented with a plague for his years of service on the Planning Board.
Appointments:
Mr. Conklin read a letter of request by John (Jack) Scarborough asking to be appointed as a full member to the Planning Board. John Scarborough has been serving as an alternate member.

- Mr. McIver made a motion to appoint John Scarborough as a full Planning Board member; motion seconded by Mr. Bolton. All in favor.
Correspondence:
Mr. Conklin read a letter from Bob Nicosia regarding adoption, by the town, of a portion of Chaisson Road. Copy of letter attached to these minutes.
- Mr. McIver said historically landowners brought the road up to spec and then petitioned the town to accept the road. He continued by stating years ago the Select Board closed the road and it hasn’t been maintained for many years.
- Discussion on where the Town of Rumney plows to on the Rumney portion of this road.
- Discussion on where the Town of Plymouth ends service on Chaisson Rd.
- Mr. Lewis asked Paul Freitas if Mr. Nicosia was willing to bring the road up to spec would he have to bring the plan to the highway dept. Paul Freitas answered yes and the Town of Campton would also have to be on board.
- Mr. Lewis stated there is a process where the landowner could go before the Planning Board, if he preferred to build, and keep the road classified as Class VI.
- Mr. Conklin said there are limitations with that regarding emergency vehicles.
- Mr. Lewis said the owner would sign and record a Release of Liability to the town. The map they are looking at is rough and makes it difficult to see where the property line is on the road.
- Mr. Conklin suggested the landowner could get an easement from a neighboring lot for a driveway.
- After some discussion regarding where the town plows to on this road, Mr. Conklin stated the process will be Mr. Nicosia can make plans to bring the road up to the specs for a Class V road. He will need to consult Plymouth’s Highway Dept. and the Town of Campton. Once the road is up to spec he can petition the Town of Plymouth for the road to be accepted with voting to take place at the Town Meeting. This applies to the portion of Chaisson Road Mr. Nicosia is asking about.
Chairman’s Comments:
Mr. Conklin announced the book “5 More Decades in Plymouth” is available at several Plymouth stores as well as the Plymouth Historical Society for the price of $20.
Plymouth Regional High School Coach Chuck Lenahan has retired after 43 seasons. His final football game was the previous Saturday, which they won.
Committee Reports:
Mr. Bolton has no committee report but promoted an upcoming fundraiser for the Keep The Heat On program.
- The fundraiser will be January 15, 2014 at PSU’s Prospect Hall located on High St.
- Contributions can be made at Plymouth Area Community Closest.
- This program is to help Plymouth area families in need with heating costs.
- In 2013 the program raised $36,000; the goal for 2014 is $40,000
