REGULAR MEETING – 7:00 p.m.

Call to Order

Pledge of Allegiance

Roll Call: Mayor Suchor, Council Members - Brandenburg, Pommarane and Cook present, Council Member John Henle - excused

Also Present: Pat Carpenter-Attorney, Barb Hardy-Clerk/Treasurer, Marilyn Jensen-Deputy Clerk/Treasurer, Sunny Schell-Public Works Supervisor, Randy Flowers-Building Inspector/Code Enforcement Officer-Public Works Tech, David Hull, Chris Bingham, Teresa Stefan, and Kathy Cluff.

Council Member Cook made a motion to approve the Consent Agenda, Council Member Pommarane seconded the motion, All ayes’, motion carried.

Sheriff’s Report -none

Items from the Floor-

Kathy Cluff, from the Prevention Management Organization of Wyoming, addressed substance abuse in Crook County. She gave information about the “Tips Training Program”. “Tips” is an on premises training for servers covering underage drinking, carding and watching for difficult situations. The program teaches these skills to servers. Kathy requested a $200.00 per year donation to keep the program available. Council Member Pommarane made a motion to support the Tips program for $200.00. Council Member Cook seconded the motion. All ayes’ motion carried.

Staff Reports: Public Works – Sunny informed the Council about a program called WYOWARN (Wyoming Water & Waste Water Agency Response Network) WYOWARN this is a program, with no cost to the Town. The surrounding cities including Gillette have a MOU that makes equipment available in case of a need to aide Pine Haven in getting utilities up and running in the aftermath of a disaster. This requires us to sign a MOU which was given to our attorney for review. Council Member Cook made a motion to join WYOWARN, Council Member Brandenburg seconded the motion. All ayes’ motion carried. Sunny reported that the Well pump was running with no new problems. Wyoming Earthworks has applied more gravel to Pendleton, Vista Grande and will continue to work on these problems. The speed limit sign is up and running and we are receiving reports. Mayor Suchor would like to have data collected on main roads a month at a time for winter and summer months. RT Communications will be coming to check on pedestals in need of repairs.

Clerk/Treasurer – Time line was set for 2017-2018 Budget, Workshop April 4th 4:00 – 7:00. Casey-Peterson will be here March 27th to present the 2015-2016 Audit Report

Committee Reports:

Fire Dept – David Hull reported that the new air packs have been received. Will be setting up training for them. David Schrock, will be stepping down as Assistant Chief to dedicate his time to his family. Council Member Pommarane stated that Powder River Energy has marked the trees that are a hazard & need to cut down where the fire was last year and PREC will clear the 30’ right of way. They have also marked the trees that need cut down outside the right of way on private property. Attorney Pat Carpenter believes that it is the publics’ responsibility to clear the trees, but he will research this. Chief noted that the county has issued a modified fire ban as on March 17th.

EMS – no report

Planning and Zoning – no report

Ordinance Review Committee - Chris Bingham reported that Barb Hardy Clerk/Treasurer will be attending the meeting March 15th. The Ordinance Committee would like Mayor Suchor and/or some of the Council Members to attend the meeting in April for their input. Mayor Suchor said he would attend the meeting.

Calendar Review – Review calendar- Add Budget workshop for April 4th at 4:00pm

OLD BUSINESS

1.  HDR Engineering Project Updates –Heath Turbiville – Water Tank/Well; 90 % review meeting is scheduled for the 22nd of March. Received report back from the DEQ, Heath asked Council to send the letter to accept the variance of DEQ specs. HDR will send. Sewer Whitetail to Aspen; most of the TOPO is finished. Mayor stated town is sending preliminary letters to property owners for 30’ easements. Some properties could require lift pumps. Emergency Water Well Pump Project Council Member Brandenburg made a motion to accept HDR as the Engineer on the Emergency Pump Project not to exceed $22,000.00. Council Member Pommarane seconded the motion. All ayes’ motion carried.

NEW BUSINESS:

1.  Crook County Natural Resource Dist. Raesha Sell – email reports presented electronic recycling event sponsorship. Following discussion of the information given. No decision to sponsor was made.

2.  Resolution 20, 2017 – Authorizing Loan Transaction JPA-17587 CR through the Wyoming Lands and Investment Board. Council Member Pommarane made a motion to approve Resolution 20, 2017. Council Member Brandenburg seconded the motion. All ayes’ motion carried.

3.  WAM- JPIC Board of Directors Election Council Member Crook made a motion that Mayor Suchor would select, Council Member Brandenburg seconded the motion. All ayes’ motion carried.

4.  WAM-Voting Delegate, Resolutions, Awards. Council Member Brandenburg made a motion that Mayor Suchor would be the representative. Council Member Cook seconded the motion. All ayes’ motion carried.

Mayor/Council Reports

Council Member Brandenburg will pursue setting up a Committee to apply for a Grant from the Wyoming Federal Lands Access Program which is due May 19th for a bridge across Keyhole Reservoir from the Pine Haven side to East side of Keyhole State Parks (Pat’s Point). And a grant with the Historic Architect Assistant fund for moving the old Church back to Pine Haven. Council Member Brandenburg would like to recognize people who have volunteered for many years and have retired. The council will work on a program to address this.

Council Member Cook – none

Council Member Pommarane updated the Council and the Mayor on the progress of the Town sign will bring in pictures of the final two to the next Council Meeting for approval. Should have up and installed by August.

Motion to Adjourn: Council Member Cook made a motion to adjourn. Council Member Pommarane seconded the motion. All ayes’ Meeting Adjourned 8:20pm
