Councilman Dailey made a motion, seconded by Councilman Winters to re-appoint Lester Martin for the planning board. His term will end December 2015. Ayes – 5 Nays – 0

B.  Appointment of Representative with the Lisbon Housing

Councilman Dailey made a motion, seconded by Councilman Shoen to reappoint Hollis McBath to the Lisbon Housing Authority ending December 2014.

5. Minutes Approvals

A.  December 29, 2010

Councilman Dailey made a motion, seconded by Councilman Shoen to approve the meeting minutes of December 29, 2010. Ayes – 5 Nays – 0

6. Town Clerk Report December 2010

Councilman Dailey made a motion, seconded by Councilman Shoen to approve the Town Clerk’s Report for December 2010. Ayes – 5 Nays – 0

7. Approval of Town Justice Reports

Councilman Winters made a motion, seconded by Councilman Shoen to accept the Justice Reports for the month December 2010. Ayes – 5 Nays – 0

8. Recognition of Guest

Patrick Green questioned why the time for the final budget meeting was 4:00 PM? Supervisor Armstrong stated that it was the best time for all of the board members. He also wondered why the Legal Notice wasn’t published in the paper. Town Clerk McBath stated that the notice was put in the paper, because she had an invoice for it along with the clipping from the paper. Mr. Green also questions why some people received pay raises and others did not. If employed by the County, everyone received pay raises. Supervisor Armstrong replied that it was two different issues.

Nicole Barr – Supervisor Bookkeeper. Nicole asked how could she start the new year books when the accounts did not agree with bank statements from the 2010? It was decided that Bill Dashnaw, Marc Armstrong and Nicole would get together to figure it out.

Nicole also questioned why pay was taken away from her, since she was doing work that was to be done while she was on leave. Supervisor Armstrong and Nicole agreed that she worked two different jobs. Her pay decrease was not with the Supervisor bookkeeper job.

Councilman Dailey made a motion, seconded by Councilman Winters to go into executive session at 7:10 PM to have a discussion with Nicole concerning her work as Supervisor Bookkeeper and Court Clerk. Ayes – 5 Nays – 0

Councilman Dailey made a motion, seconded by councilman winters to return to the regular meeting at 7:30 PM. Ayes – 5 Nays - 0

9. Approval of Abstracts

Councilman Dailey made a motion, seconded by Councilman Putney to approve the abstracts from December 2010.

10.  Highway Superintendent Report

Highway Superintendent Dow was not able to attend the meeting.

Resolution # 1 Holding Harmless the County of St. Lawrence for Providing/Services

from the Town of Lisbon

RESOLUTION # 1 of 2011

HOLDING HARMLESS THE COUNTY OF ST. LAWRENCE FOR PROVIDING SERVICE FOR THE TOWN OF LISBON

WHEREAS, the Town of Lisbon is desirous of St. Lawrence County Department Highways providing shared services such as paving, shoulder widening, signage, road stripping, blasting and other routine maintenance actives to the Town, and

WHEREAS, both the Town of Lisbon and the County of St. Lawrence are desirous of promoting partnering efforts for the safety of the traveling public in St. Lawrence County, and

WHEREAS, in this joint cooperative endeavor, the Town of Lisbon and the County of St. Lawrence desires to be reimbursed for their expenditures, and

WHEREAS, the Town is aware that the County may incur liability in the providing of the services and wishes to indemnify the County in this regard,

WHEREAS, the Town has indicated an interest to participate in such an effort,

NOW THEREFORE, BE IT RESOVLED that the Town of Lisbon hereby agrees to defend, indemnify and hold harmless the County of St. Lawrence from and against liability, loss, damage, claim or action resulting from the work performed by St. Lawrence County Department of Highways. The Town of Lisbon does not indemnify and hold harmless the County for any liability, loss, damage, claim, or action, which arises during actual performance of services by the St. Lawrence County Department of Highways. Said St. Lawrence County Department of Highways

and the County of St. Lawrence assumes the liability for losses, and claims for the actual physical performance of the work, and

BE IT FURTHER RESOLVED that the following request for General Liability (GL) coverage is as follows:

General Liability Insurance

On an “Occurrence” basis, with the following limits:

$1,000,000 Each Occurrence

$2,000,000 General Aggregate

$1,000,000 Aggregate

$1,000,000 Personal Injury

$ 50,000 Fire Damage Legal Liability

$ 5,000 Medical Payment Expense

BE IT FURTHER RESOLVED, that St. Lawrence County shall be an additional insured on the GL Policy, via ISO endorsement CG 2026.

11.  Telephone Conference with David Carpenter, MD

Dr. David Carpenter called to have a phone presentation with the board concerning cancer in the north country, and how we need to educate the people concerning how cancer can be prevented.

Councilman Shoen was called away on a family emergency at 7:30 PM

12.  Report from all Liasons for committees

A.  Planning Board – Councilman Shoen – Councilman Shoen was not able to attend the meeting. Supervisor Armstrong attended part of the meeting, along with the SEQR hearing concerning the Duffy case with public comments.

Supervisor Armstrong stated that the planning board had decided to wait to recommend a new member until there was a full board, but did say that Tom Toole was interested in being a planning board member.

It was asked by a board member if the planning board had started the process of zoning. It was stated that it was in December meeting notes that they had started it.

B.  Campground – Campground closed for the season.

C.  Library Board – Councilman Winters stated that the Library Board was presented with a check for $25,000.00 from Edwin Scott trust. The Library Board would be able to use this money with no restriction. Councilman Putney asked if there could be anything put on the steps that lead to the upstairs because they could be very slippery when someone came in with snow on their feet.

D.  Homecoming – No report

E.  Museum – No report as the museum is closed for the season.

F.  Recreation – Councilman Putney stated that his mother Debbie Putney was purchasing all the food for the basketball tournament for the 4th, 5th and 6 graders for this weekend. She had purchased all the food from BJ Wholesale. At that time she set up a membership for the Town of Lisbon with only her name and Town Clerk McBath name on it.

Councilman Putney asked for Councilman Dailey, himself, and the Recreation Committee to meet with someone from Lisbon Central School concerning gym time for these 4th, 5th and 6 graders to practice.

G.  Animal Control – Sue Siedlecki – Report attached

Bill Dashnaw informed the board that the Town of MaComb is sponsoring and setting up a rabies clinic this winter. The board asked for Town Clerk McBath to contact the Town Clerk in MaComb to see how she is doing it, and also to contact SLC Public Health to see if the town could get the vaccine.

13.  Report from Legislator – Legislator Akins was not present.

14. Scott Wilhelm – Lights on the River – Mr. Wilhelm wanted to thank the Town of Lisbon and the Town Board for furnishing a place for Lights on the River to happen along with providing the power and snowplowing. He also wanted to thank Councilman Putney and Highway Superintendent Dow for their help in making Lights on the River a success. Mr.Wilhelm asked if Lights on the River could use the campground again in December 2011.

Councilman Shoen made a motion, seconded by Councilman Winters to allow Lights on the River to use the Lisbon Campground in December 2011. The board also agreed to provide electricity and the snowplowing for the event. Ayes – 4 Nays – 0

15.  Old Business

A.  Report concerning Power Authority – Supervisor Armstrong stated that he will be contracting the Power Authority on Wednesday to meet with them.

16. New Business

A.  Slic Network Solution – Attorney Nash informed the board that Slic Network Solution would like to install fiber optic lines where Time Warner had not. The Town Board would need to hold a public hearing with Slic Network, along with Time Warner to allow the public to voice any comments.

Councilman Dailey made a motion, seconded by Councilman Winters to asked Attorney Nash to set up a public hearing with Slic Network and Time Warner .

B.  Procurement Policy

Councilman Dailey made a motion, seconded by Councilman Winters to accept the Procurement Policy as is.

C.  Water & Sewer by-yearly meeting.
