CALL TO ORDER

/ Mayor James called the meeting to order at 5:00pm.

PUBLIC HEARING

BYLAW 837: LUB AMENDMENT / A draft copy of Bylaw No. 837, amending Bylaw No. 809, Land Use Bylaw, is hereto attached and forms a part of the minutes.
BYLAW NO. 837, BEING A BYLAW OF THE TOWN OF KILLAM, IN THE PROVINCE OF ALBERTA, FOR THE PURPOSE OF AMENDING THE TOWN OF KILLAM LAND USE BYLAW NO. 809.
THAT the Land Use By-law No. 809 be hereby amended as follows:
Schedule “A” Land Use District Map to change the land use designation of Plan 605AJ, Block 9, Lots 6-8, and Plan 5761KS, Block 9, Lot 19, as illustrated in the attached map from Residential (R1) District to Institutional (I) District.
1st READING BYLAW NO. 837
092.05.05.16 / First Reading of Bylaw No. 837, to amend Schedule A, Land Use District Map to change the land use designation of Plan 605AJ, Block 9, Lots 6-8, and Plan 5761KS, Block 9, Lot 19, as illustrated in the attached map from Residential (R1) District to Institutional (I) District was given on May 5, 2016.

INTRODUCTION OF BYLAW

A copy of CAO Borgel’s report presenting an introduction for Bylaw No. 837, including background and analysis of the application, is hereto attached and forms a part of the minutes.
Council members had no questions or concerns regarding the information presented.

WRITTEN SUBMISSIONS

No written submissions regarding Bylaw No. 837 were received.

PRESENTATIONS

IN FAVOUR

/ A copy of the proposed floor plan and green space for the Flagstaff Kids Connection Daycare Centre, provided by Mr. Dan Fee, is hereto attached and forms a part of the minutes.
Mr. Dan Fee, Vice Chairperson for the Flagstaff Kids Connection Daycare Centre, presented in favor for the application for rezoning of the named lands from Residential (R1) District to Institutional (I) District.
Mr. Fee stated that the adjacent space north of the Pentecostal Church will be used for the children attending the Daycare as “green space”. With plans in progress, the Daycare Centre is hoping to be open and operational at the beginning of August, 2016. The committee is in the process of receiving resumes and applications for employment positions and as of May 24, 2016, there are 6 confirmed children that will be utilizing the daycare’s services.

QUESTIONS

/ Clr. Krys requested clarification regarding entrance to the proposed facility.
Mr. Fee stated that the main entry would be the main entrance (front) of the Pentecostal Church. The doors located on the north side are only secondary, to be used for fire exits.

IN OPPOSITION

/ No representation was made in opposition of the proposed bylaw rezoning.

ADDITIONAL QUESTIONS

/ Clr. Grove inquired if a fence would be erected surrounding the “green space”.
Mr. Fee stated that a fence will be put in place.
Clr. Krys asked what area would be used for parking.
Mr. Fee iterated that, even with the exclusion of the “green space”, there is more than sufficient room in the Churches’ parking lot to handle any requirements of parents dropping off children as well as patrons of the church.

/ Mayor James declared the Public Hearing closed and adjourned the proceedings at 5:08pm.
