All Votes taken at this meeting will be by roll call.

The meeting was called to order by Supervisor Dana Ross at 7:00PM.

The meeting opened with the Pledge of Allegiance.

A motion to wave the reading of the minutes of the last meeting and to accept those minutes was made by Councilperson Don Skinner. A second to the motion was made by CouncilpersonJosh Brown. All Councilpersons and the Supervisor voted Aye. There were no Nay Votes. The motion was carried 5-0-0.

SUPERVISOR ANNOUNCMENTS:Supervisor Ross advised that the budget process will begin on September 1. He would like estimates by September 20, submitted by September 30, budget presented to Town Board by October 10, workshop on October 17, public hearing on November 14 at 6:00 pm, and regular Town Board meeting to follow at 7:00 pm. We will put in OTH the hearing date and time. On November 20, budget will be adopted if there are no objections with the public. The tax cap override will have to be done prior to the budget approval.

HIGHWAY SUPERINTENDENT REPORT: Exhibit B. The County Snow and Ice Contract needs to be signed and returned. Roof is on new pole barn. Highway purchased power broom from the Village for $500. Ditching on Cooley Hill finished, honed the bottom half of the road and changed some driveway pipes that were rotten. Some trees were cut on Feathers Creek. Stone has been hauled for oil and stoning this year. Trees were cleaned up at Belvidere. Many repairs have been made on two Peterbilts, auto car and 1 ton. Help was given to Friendship and Alma for oil and stone. Ditching will start on Crandall Road. Roadsides have been mowed again. Superintendent Bigelow asked Town Board for approval to purchase a mechanical thumb for excavator for around $2000. Monies will be taken out of Maintenance budget. Supervisor Ross moved that the Highway purchase a mechanical thumb for excavator. Seconded by Councilperson Don Skinner. All Councilpersons and the Supervisor voted Aye. There were no Nay votes. Moved 5-0-0. No decision yet on the “lag” with Highway employees. Supervisor Ross will contact the union representative for the Highway employees. There is CHIPS money still available. A discussion was made as to what it could be used for.

An individual contacted Supervisor Ross requesting the Brandes Road to be reopened. After much discussion, we will not consider opening for a town road due to cost.

ONGOING BUSINESS: We are still waiting for the attorney to provide the Memo of Understanding for the Water District Project. Supervisor Ross and Mayor Schmelzer still need to meet with Attorney Cornell. A letter to Kevin Scott was sent regarding the flag at the park requesting it be lit by a solar light.

APPROVAL OF ABSTRACTS: A motion to accept the General Abstract 08 in the amount of $14,839.67 and Highway Abstract 08 in the amount of $41,554.54made by Councilperson Gates. A second was made by Councilperson Don

Skinner.All Councilpersonsand the Supervisor voted Aye. There were no Nay Votes. The motion was carried 5-0-0.

NEW BUSINESS: Councilperson Don Skinner suggested the breaker be turned off at Wilmac Park to save on electric bill. Supervisor Ross will contact Kevin Scott to discuss the electric and cleaning out the refrigerator, etc. Our Town Clerk received a read an email from Connie Otto, DCO requesting that a dog census be done. She will be invited to the next meeting to explain the census, bring a copy of Ag & Market Law, and estimate of time and mileage. We would need a public notice before this is done.

OPEN TO THE PUBLIC: Wendy Skinner from Town of Amity Planning Board inquired about a Land Use Law Officer and a Code Enforcer. Our draft shows they can have one person for both positions. Applications for the position(s) will be taken and approval need by the Town Board. The Commercial Land Use Law will be submitted to town lawyer for a quick review of two weeks or Town Board will find someone else to review it.

ROUND TABLE: Councilperson Zlomek will be asking for a summer rec program in next budget. Wendy Skinner has ordered 4 benches for Wilmac Park. There are three businesses removed from our town directory already.

NEXT MEETING: The next regular board meeting will be held the12 of September2016 at 7:00 PM at the Town Hall.
