Regular Town Council Meeting

January 13, 2015

Council Members (C/M) present: V/M S. Moss, C/M B. Moss, C/M Wallace, C/M Jones, and C/M K. Moss (7:10)

C/M absent: C/M Davis

Others present: Mayor Paige; Clerk, Peggy Johnson; Jordon Miles, Farmville Herald; Donnie Bryant (7:11)

The meeting was held at the Dillwyn Town Hall located at 1030 Main Street, Dillwyn, VA, on January 13, 2015, at 7:00 p.m.

Invocation by C/M Jones and the Pledge of Allegiance led by Mayor Paige.

The Mayor Paige opened the meeting and declared there was a quorum in attendance.

The Mayor asked the council if there were any changes to the November and December minutes. Motion was made by V/M S. Moss and seconded by C/M Jones to approve the minutes as presented. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, and C/M Jones. Nays: none.

The council set the meeting dates and times as the second Tuesday of each month at 7:00 p.m. except for the months of October and November at 5:00 p.m. due to the county dates for these months. Motion was made by C/M B. Moss and seconded by C/M Jones to approve the minutes as presented. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, and C/M Jones. Nays: none.

The council was asked to review the committees and commissions listing to see if any changes were needed by the next monthly meeting. The Clerk will email councilmembers the listing for their review.

Transportation Enhancement:

Phase 4: The Clerk advised that this project is completed. The contractor will come back to seal up some cracks in the sidewalks near the water covers.

Phase 5: Easements requests need to be worked on (30+). New plans are available for review.

Revitalization Project:

. Phase 2: Fisher Auto Parts is the only remaining building to be completed. This is due to the replacement of the side door. Fisher management is reviewing the contractors for this work. They are not satisfied with the work that Bayard did, as there are issues with the door they installed.

. Pocket Park: Final payment to Keith Barber Construction, $3,000.00. Motion was made by C/M K. Moss and seconded by C/M Jones to approve payment to Keith Barber Construction in the amount of $3,000.00. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, and C/M Jones. Nays: none.

Street Maintenance Committee:

- Street lights: Corner of LeSueur and Main

- Yards, etc.: no report

- Town clean up: no report

Tourism Committee: no report

Christmas parade: The Mayor advised that the parade was a success.

Housing planning grant: The Mayor to attend the conference on Thursday, Feb. 15

UNFINISHED BUSINESS:

Charter changes: still waiting on town attorney

Repairs: Disposal, jail, storage building (town hall) and street sweeper building: waiting on Jamerson Construction to start the work.

Accident (ABC): When the pole was removed, the equipment for the Christmas lights and flags was not returned to the town or re-attached to the pole. The Clerk to see if Progressive will reimburse the town for the cost of replacement.

Storage request for storing materials for the new sewer project upgrades for the contractor not finalized. Waiting on information to send letter to Southwood Builders.

Comprehensive Plan: The Clerk asked all to review the plan and advise changes. Areas that need changes or review are: Zoning and Improvements. The Clerk was asked to contact Commonwealth Regional Council (CRC) for cost of review. Motion was made by C/M K. Moss and seconded by V/M S. Moss to contact CRC for cost of review and updates. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, and C/M Jones. Nays: none.

NEW BUSINESS:

Tax write-offs: Those bills or accounts under $1.00 or not in town. One write-off due to military location. Motion was made by C/M K. Moss and seconded by C/M Jones. Motion passed unanimously. Ayes: V/M S. Moss, C/M B. Moss, C/M K. Moss, C/M Wallace, and C/M Jones. Nays: none.

OTHER ITEMS:

V/M S. Moss asked if Vic Moss could add brick and sand around the new bench in cemetery. Council approved.

Trade of land with county: no other word has been received about this issue. The Clerk will research when the issue was received again.

Break-ins: C/M Jones is concerned about the recent break-ins and would like the Sheriff’s office to cover Dillwyn more.
