1.0 Background and Justification
Background
Kenya is not on track to meet the Millennium Development Goals in Water and Sanitation by 2015. Sanitation is the furthest behind with only 32% of people accessing safe sanitation. The Draft National Water Policy commits to 100% access to safe water and sanitation for all citizens by 2030. UNICEF Kenya has launched a new 4- year Country Programme of Cooperation (2014-2018) with Government of Kenya in July 2014 to among others support the realization of the right to water and sanitation by Kenyans in line with its aspirations in Vision 2030 and the Bill of Rights in the COK 2010.
The country programme 2014-2018 aims to advance the rights of all children and adolescents in Kenya, especially the most vulnerable. The programme reflects three strategic shifts, based on learning from the previous programme cycle (2009-2013) and responding to national priorities. First, it will strive to embed all children’s rights within the reformed governance systems. Second, it will aim to model service delivery approaches reaching the most deprived and vulnerable children, with a focus on high-burden counties and low-income urban settlements, and will build capacity to scale up successful approaches. Third, it will work to build the resilience of systems, communities and households in the face of recurrent crises.
The transition to a devolved governance system in Kenya presents some challenges and opportunities for UNICEF in the WASH sector and consequently the organization has developed a new WASH Strategy. The new strategy focuses on four key output areas where UNICEF WASH can make a difference:
  1. Sanitation and hygiene, specifically the planning and monitoring of CLTS across the country
  2. Facilities based WASH to maximize convergence with health, nutrition and education services
  3. Strengthening systems for rural water sustainability
  4. Coordination, networking and information management as a contribution to sector institutional development
The WASH strategy development process led to a number of conclusions about UNICEF’s positioning in the sector which guide the programme strategy for the next four years:
  • Sanitation is our unique strength and can be the major programme focus
  • WASH in Schools is a gap in development in all counties and is an appropriate and effective entry point for a child focused programme
  • Another gap is Health Facilities WASH where the programme’s continued focus can contribute significantly towards accelerating and sustaining gains made in maternal and child health.
  • Programme has laid a good foundation for improving rural water supply sustainability and this area has potential to develop and go to scale
  • Strengthening sector coordination and institutional development would be key to achieving the substantive outputs of the programme
  • Unicef capacity (skills, resources and processes) is not well suited to implementation of large scale water development projects
  • Unicef is seen as a key facilitator for sector coordination, capacity building, networking and monitoring
  • Underlying causes of child deprivation vary hugely across country so programme focus needs to be different for different regions.
UNICEF is therefore seeking to engage a consultant to support the WASH Programme in partnershipsfor resource mobilization and for four key output areas planned for intervention under the new Country Programme. This support is required to fulfil crucial role of UNICEF WASH in providing strategic technical assistance in order to set/maintain standards for children and generate knowledge and evidence for resource allocation, system building and mobilization of partnerships for fulfilling the rights of children in Kenya.
2.0 Scope of Work
Under the guidance of the Chief WASH and Deputy Representative, the consultant is expected to support the WASH team fundraise, leverage resources from bilateral, multilateral including Private sector partners for delivering results as set out in the new Country Programme that began mid-2014 (2014-2018) and the UNICEF WASH Strategy under the overall framework of UNDAF signed with Government of Kenya. Based on the current unfunded gaps, the Programmes needs to raise USD 11.5 million to meet current programme needs and targets for the current Country Programme.
Specifically, the Consultant will support the programme to:-
  1. Develop a strategy to attract long-term funding for the WASH Programme
  2. Identify and map key donor interest areas for better understanding and matching with programme outputs
  3. Support and lead the generation and completion of key concept notes and proposals as necessary in each of the four WASH Outputs areas
  4. Identify and lead engagements with key donors both locally and abroad to mobilize programme funding
The Consultancy covers all four WASH programme Output areas as defined below:
  1. Sanitation and Hygiene/Community Action for Total Sanitation (CATS) – Community approaches to sanitation scaled up, nation-wide with increased capacity at national level and in 5 counties to plan, budget and monitor sanitation programmes, informed by innovative approaches to promote hygiene and sanitation.
  2. Facilities WASH – Package of sustainable WASH facilities and hygiene promotion in institutions modelled and scaled up nationally to contribute to child friendly environments and improved mother and child health. Generation of evidence to support national scale up and influence national education and health policies.
  3. Water services sustainability – Models of sustainable water systems demonstrated in 5 counties, capacity increased for scaling up service delivery informing the national and county regulatory framework and standards.
1)Institutional Development - National and County platforms for coordination of WASH activities including emergency WASH coordination strengthened and information management systems improved to support planning and evidence generationActivities and Tasks: These are outlined below under the output and deliverables section.
2)Work relationships: The consultant will interact internally with relevant staff to access information and also externally with partners as part of assignment.
4.0 Outputs/Deliverables and payment schedule:

Note:The cost of organizing consultation meeting (if any) to be met by UNICEF and the role of consultant would be to provide technical support in consultation and liasoning with potential donors

5.0 Required qualifications, desired competencies, technical background and experience
a)Education
Advanced university degree (minimum Master’s degree level) in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance.
Additional training in Health Education or Communication for Development (Programme Communication), an asset.
b)Work Experience
Ten to twelve years progressively responsible professional work experience in all aspects of programme management, and/or advisory support, in the technical area or programme sector resulting in recognized expertise in the technical area. Demonstrated capacity to identify and monitor gender disparities, as well as develop and implement gender mainstreaming in programme policy and management.
The Consultant must have experience in resource mobilization including demonstration of past resource mobilization skills and achievements. The consultant must demonstrate knowledge of the aid and donor environment and must demonstrate desirable skills in achieving the assignment.
The Consultant will further be required to demonstrate experience in developing Concept Notes and donor proposals including demonstration of value of resources mobilized, when and for who.
c)Language Proficiency
d)Fluency in English and another UN language. Knowledge of local working language of the duty communicate effectively with people from different cultural backgrounds and levels. Languages required: Excellent command of the English language, with proven writing skills and good team work station an asset.

Administrative issues

  • The coordination of logistics for any meeting within office and with external parties will be supported by the Programme Assistant from the Office.
  • The consultant will be organizing all local travels and the cost will be included in the fee chargeable for the assignment.

Conditions

  • The Consultant may not publish or disseminate reports, data collection tools, collected data or any other documents produced from this consultancy without the permission of and acknowledgement of UNICEF Kenya.
  • The selected candidate will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
  • As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary”.
