PURPOSE OF THE ASSIGNMENT:

Responsible for roll out of various change management initiatives (e.g. IPSAS, Vision, New Result Structure, HACT etc) under the Guidance of the Chief of Operations. Assists in reviewing key business processes, preparing local guidelines, standard operating procedures, workflow processes etc. Orients all staff on all aspects of change management

MAIN RESPONSIBILITIES AND TASKS:

  • Participates in the Change Management Committee and assists the office in implementing various Change Management Initiatives. Provides technical support to various Peer Review Groups established under Change Management Committee (e.g. Programme, HR, Finance and Business Simplifications). Reports change management issues to the CMT.
  • Supports Chief of Operations in implementing business simplification projects e.g. (Travel, CRC, PCA, EPAS) as well as in improving key business processes in operational areas. Prepares guidelines, standard operating procedures and workflow processes in consultation with various task force established under the Change Management Committee.
  • Participates in the Audit Committee and carries out risk assessment exercises in various operational areas and provides recommendations to address those risks. Reviews and implements audit and self-assessment exercises recommendations and puts them in day to day practice.
  • Participates in the OMT group and provides support to UN Reform Initiatives. Overseas implementation of MOUs signed with UN Agencies for common premises, services, and joint programmes and identifies potential areas for collaboration and harmonization.
  • Provides staff briefing and orientation on operational areas including change management. Implements office Learning and Development Plan with Change Management as priority. Organises brown bag discussions on change management and other operational issues.
  • Provides technical support to HACT Task Force. Determines common assurance activities in consultation with other Agencies. Oversees the entire process of HACT implementation including training and orientation to staff and partners

MINIMUM QUALIFICATIONS AND COMPETENCIES

  • Advanced university degree in Business Administration, Management or a related technical field.

Five to seven years of progressively responsible professional work experience at the national or international levels in operations management. Good knowledge of Change Management.

Good judgement, initiative, high sense of responsibility, analytical, negotiating, writing and communication skills.

  • Ability to work independently.
  • Fluency in English is required. Knowledge of French will be an asset.
  • Computer skills
