Arizona / Arizona does not have any law requiring or allowing waiver of fees for veterans.
I would be concerned that it would cause a cottage industry of veterans being the incorporator or organizer, just to avoid paying higher filing fees. There are ways to prevent that result, of course, but I do wonder how those with these laws are handling it – this would bring up issues with how the verification is made and records retention, just to name a couple of things that come to mind.

There has been interest in pursuing legislation to allow veterans and small businesses to get fee consideration but no concrete legislation has been enacted.
Florida / Florida has no such law in place.

Minnesota / In Minnesota, legislation was passed on 5/30/2008, to allow waiving the filing fee for reinstatement if the reason for statutory dissolution was due to being in active military service.
Mississippi
Missouri / Missouri waives the filing fees for all creation and name reservation filings for members of the Missouri National Guard or any other active duty military. However, we have current legislation that would expand on this to add veterans and military spouses.

Pennsylvania / In Pennsylvania, veterans and reservists starting a small business in the Commonwealth are exempt from the payment of a business fee effective January 2, 2017, based on legislation passed late last year.
It’s only for formation/creation filings.

Texas / Yes, there was legislation passed during the 2015 legislative session, which became effective January 1, 2016. The legislation amended the Business Organizations Code and the Tax Code to exempt a new veteran owned business (those formed on and after 01/01/2016) from payment of franchise taxes under the Tax Code and SOS filing fees imposed under the BOC for a period of 5 years. This applies only to domestic entities and applies to formation documents, amendments, and any other filing fees imposed under the BOC. Washington / This has been proposed in Washington State a few times but it has not passed.
We do have a 1 time penalty waiver for all businesses that become delinquent or dissolved that allows us to waive all penalties. The waiver does not apply to regularly charged fees like formation or annual reports.
