  1. PURPOSE OF THE POSITION

To work collaboratively with a range of stakeholders to complete projects and tasks in accordance with the IT teams list of improvement tasks. The incumbent is required to undertake determined project management duties and provide technical and administrative input into projects.

The position will be required to gather technical requirements of determined projects, contribute to and/or complete project plans for IT projects and act as a central reference and information source, providing options and assistance in the project decision making and project delivery process.

  1. PRINCIPAL ACCOUNTABILITIES

Accountability / Measures
Liaise with internal and external stakeholders as required to deliver projects /
  • Provide technical assistance towards systems implementation/project completion
  • Coordinate internal and external resources towards systems implementation/project completion
  • Provide periodic updates to internal stakeholders as to the status of their project
  • Communicate project setbacks or problems to relevant people whom can assist/resolve them, referring to IT Coordinator as required

Gather training requirements and resources for both new and existing systems /
  • Determine and report any staff training shortfalls, along with recommended training options to IT Coordinator
  • Ensure users of new systems are provided with adequate training for successful use post-implementation
  • Ensure any available training material is kept for future reference and is replaced/updated to remain relevant
  • Work with other departments to document systems and/or training material

Work closely with all areas of the organisation to identify user requirements /
  • Attend relevant department meetings to assist them with determining Information Technology requirements
  • Provide information to users about possible alternatives and options for technology use
  • Work with departments to formulate plans and budgetary requirements

Assist IT team members during periods of high demand and/or while other staff are on leave /
  • Resolve IT helpdesk enquiries
  • Assist with basic troubleshooting of network/server issues by working with the IT Coordinator and/or Council contractors on issues as directed

Ensure knowledge is shared amongst IT team members and staff /
  • Create and keep up-to-date comprehensive documentation on implemented systems, including setup/installation notes and configuration changes
  • Proactively inform staff of systems information relevant to them as it becomes known, including version changes/upgrades of the systems they use, new features, alternative products, etc.

Comply with Health and Safety requirements & Council policies /
  • Comply with all Health and Safety legislation
  • Ensure Health and Safety information is provided to the broader community as required

  • Avoid, eliminate or minimize hazards within your control, and immediately report
  • Attend and actively participate in training programs provided in the interests of Health and Safety
  • Ensure accidents and near misses are reported as soon as reasonably practicable
Ensure assessment and control of risk is managed in accordance with Council’s Risk Management Framework including Fraud control measures

Reporting relationships

The position reports to the IT Coordinator.

The position of Information Technology Projects Officer is not responsible for the supervision of any other position.

The following chart illustrates the reporting relationships of the position within the Department.

Challenges

The incumbent will be expected to adopt a flexible approach to work requirements and undertake new or alternative duties as required. A professional image of the Council must be projected in all dealings and at all times.

The position involves significant liaison across all areas and levels of the organisation. The incumbent will need to utilise excellent interpersonal skills and diplomacy to ensure positive and productive relationships are established and maintained.

Confidentiality and confidence in and of Council officers must be maintained.

Effective delivery of support will require the ability to anticipate required actions and resolve matters without being specifically requested to, using appropriate judgement and initiative.

Consistent application of tact, excellent communication, time management and organisational skills and abilities will be required.

  1. KEY COMMUNICATIONS

Internal

This role involves interaction with all staff within Council and may occasionally involve interaction with Aldermen. It requires a close working relationship across the organisationand a cooperative approach within the Information Technology team to achieve the best outcomes for the Department andCouncil.

External

The incumbent may have a significant level of interaction with information technology suppliers of hardware, software and Information Technology services. There may also be involvement with selected consultants for contract management.

  1. SELECTION CRITERIA

The following criteria are provided to assist in the identification of a potential incumbent’s skills, knowledge and experience required for competent performance in the position.

Essential Criteria

  • Certificate IV in Information Technology or equivalent qualifications or minimum five (5) years experience in similar role
  • High level competency with hardware and software
  • Project management experience
  • Well-developed interpersonal skills ensuring a commitment to customer service
  • Time management skills and the ability to develop, maintain and monitor own work programs to meet deadlines
  • Problem solving experience with a demonstrated ability to provide options suitable for customer needs
  • Demonstrated analytical skills to interpret data and provide recommendations for improvement
  • Keen interest in the application of technology, and emerging technologies, for the benefit of users
  • Sound written skills and experience in documentation of policies, procedures and other reference material
  • An ability to train a variety of users, being cognisant of varying levels of competency and understanding
  • National Police Check

Desirable Criteria

  • An understanding and working knowledge of local government
  • Current drivers licence
  • Certificate IV in Training and Assessment
