The Hmong ChaoFa States and Hmong ChaoFa Indigenous Nation in Laos, congratulate your leadership as Chairperson at the CERD 80th session. We are very appreciated for the extra-ordinary work of the CERD Committee done for our people in the world.

Chair person, following the recommendations of CERD Committee contained paragraphs 10, 21, 22 of the concluding observation ( CERD/C/LAO/CO/15/Add.1) 9 March 2005 (66th session in Geneva), the Hmong Chao Self-Government representatives have been trying to work peacefully with the Lao PDR regime Summer 2007 and 2008 in Laos and 2009 in the U.S., without success, many of our top leaders were arrested and killed . Due to the Lao PDR’s trick, Hmong Chaofa General Her Mai, the Chief in Houa Phanh, was arrested in Phonsavanh, Xieng Khoung along with one of his assistant, three Hmong American and three Hmong Lao who were the eye witnessed for the Peace Ceasefire Treaty were also arrested and never to see again, by the Lao PDR KGB Koua Vue, his team and assisted by Lao polices in Phone Savanh, Xieng Khoung. In Summer 2008, Hmong ChaoFa General Vue ( visited by Aljezeera News) was killed along with eleven of his soldiers after signed the Peace Ceasefire Agreement in Phoubia, area.

Chairperson, the Hmong ChaoFa Indigenous human rights violations has been deteriorated alarmed the world, but Lao PDR regime ignored for over three decades 1975 to 2012. More than 200,000 Hmong people escaped the country since the Pathet Lao or Lao PDR’s race policy called “ Serd Leng Meo Dap, means war over and Hmong Chaofa Indigenous finish” wrote by the Khao-San Pathet Lao, the only Pathet Lao’ s newspaper on May 8, 1975 “ We must eradicate the Meo Minority completely” and reiterated as “ Shoot to kill” policy and reward $600 per head for killing a Hmong Chaofa leader and promote to central Committee position . Government troops in Laos have been ordered to shoot to kill ethnic Hmong insurgents in the country's northern jungle regions, with cash rewards offered for every "enemy" killed ( Radio Free Asia 2008-02-08).

1.  About 2003-2004, Andrew Perrin ( Time Asia Magazine) went to the Hmong ChaoFa States and reported: “ they were 800-900 people - far more than we had thought - and we were told there were another 20 similar groups around Laos," he told BBC News Online. The group he encountered was living in a state of constant siege, with women and children in desperate need of food and medical attention - and constantly on the run from the Lao authorities. "These people are hunted like wild animals; it has been going on for nearly 30 years." "From their hill-top camps, military patrols fire rockets into the jungle. If they spot someone, they shoot."

2.  In January 2008, Tony Birtley from Aljezeera news (The Lost Tribe) went inside the Hmong ChaoFa States and documented incredible Hmong Indigenous women and children are starvation eating roots and leaves, inhuman appearance, many women reported their husbands were all killed by the Lao and Vietnamese military, and said that they have been hunted by Lao and Vietnamese military for over three decades . About 4000 Hmong indigenous are left survived on roots and leaves out of 100,000 since original 1975 forced to the jungle . It’s the first time those poor Hmong ChaoFa Indigenous women and children see U.S. Secretary States and former Lady in the Magazine, they got from the journalist. Many of them begging to come with the journalist because they don’t want to die.

3. On 2 October 2003, Amnesty International reported that Lao: Use of Starvation weapon of against civilians; and 4. On 25/05/2006 Amnesty International report : Laos: Internal Armed Conflicts with Hmong Rebel Groups Continued;

5. On 27/03/2007 also reports that Laotian troops are still hunting Hmong people who live in hiding in the jungles of Laos, with 3000 people are constantly on the move to escape the troops. They are limited to access to food, and live on roots and roots. Many women and children are fallen sick due to malnutrition.

6. On 24 May 2004 Voice of America ( VOA) The U.S. State Department’s report says that encouraging a peaceful resolution to a long running insurgency issue in Laos was another U.S. human rights priority. The U.S. concerned about small groups of people living in the remote areas of Laos. The resolution also continue said that U.S. Ambassador met with dozens of senior officials, including members of the Politburo and provincial governors to discuss the problem and press the Lao Government for humanitarian and peaceful solution.

7. On June 12, 2008 the U.S. House passed a H.RES.1273 regarding the human rights crisis of Laotian and Hmong People in Laos and Thailand.

8. Our sources reports that due to the increasing of Lao and Vietnamese military in the Hmong ChaoFa Sates since the CERD recommendations 2005, caused over 5000 Hmong escaped to Huay Namkhao Refugee Camp, Thailand since 2005. A few of the lucky families were recognized by the UNHCR, and secretly settled in third countries in the U.S., Netherland and Australia in 2010 and 2011 ready to testify against the Lao PDR racist regime.

We urge the UN CERD Committee to use your best capacity to save the remainders of Hmong Chaofa Indigenous in the Hmong ChaoFa States in Laos immediately, before finish by the dirty hands of dictator Choummaly Sayasone and his regime. Lao PDR regime tried to delay before allow Fact Finding Commission to investigate, because they want to make sure all evidences destroy in the Hmong ChaoFa States. Sources reported as Lao and Vietnamese troops collected bones throw to rivers or bury them or even buy bones from poor Hmong villagers.

Lao PDR also sent more of their own people ( Hmong Pathet Lao side ) from Nong Het, Xieng Khoung areas to settle in the Hmong ChaoFa States in prepare ready to deceive third party Fact Finding Commission from UN to investigate; the same the strategy like Vietnam authorities did to the Montanard Degar people in Central Vietnam.

In conclude, the Lao PDR regime ( like Egypt and Libya) will not compliance with the CERD and International Community, we urge the CERD to support the Hmong ChaoFa States and People’s RESOLUTION # 125 by Hmong ChaoFa National Congress December 31, 2011 to consider taking the Lao dictator leader Choummaly Sayasone, the brutal regime and including their Lt. General Doua Chay PhitChit to the International Court, in order to solve the overdue crimes they committed for forcing over 100,000 Hmong Indigenous to the jungle Mt. Phoubia areas, after take control most of the country 1975 and used international Vietnamese and Soviet mercenaries to help them wipe out the Hmong ChaoFa Indigenous Race in Laos; at least 0ver 50,000 Hmong ChaoFa Indigenous women and children in the Hmong ChaoFa States, Xaisomboun Special Zone lost their lives in the time span from 1975 to 2012.
