Presentations are to be no longer than 10 minutes, with 5 minutes question time.

DEPUTATION AND PRESENTATION GUIDELINES

(To be dealt with in order of business Item “Deputations and Presentations”)

1.  Requests for deputations are to be made in accordance with Clause 4.6 of the Swan Valley Planning Committee’s Standing Orders 2010.

2.  Applications to make a presentation at a meeting are to be made in writing (by completing this form). This completed request must be received by the WAPC Secretariat at least 72 hours before the commencement of the meeting either by e-mail or facsimile (as detailed below).

3.  The Presiding Member may either approve the request, in which event the applicant is invited to attend a meeting of the Committee, or may request to the Committee to decide at the meeting whether or not to receive the presentation or deputation.

4.  A deputation invited to attend a meeting –

a.  must not exceed 5 persons, only 3 of whom may address the meeting, although others may respond to specific questions from the members;

b.  must not address the meeting for a period exceeding 15 minutes.

5.  A person must not use an electronic, visual or audio recording device of instrument to record the proceedings of the board or committee meeting.

6.  For the purpose of determining who may address the Board or Committee on an issue, all those people either in favour of or opposed to an item are deemed to comprise a single deputation.

7.  A matter which is the subject of a deputation to the Board or a Committee is not to be decided by the Board or by that Committee until the deputation has completed its presentation.

8.  At the conclusion of a deputation, members will be granted the opportunity to ask the applicant any questions after which time the parties forming the deputation will be requested to leave the meeting room.
