Job Purpose
To lead on managing ICT projects within the Children, Schools and Families Directorate.
To liaise between service managers, staff, Corporate ICT and suppliers, leading in specifying and communicating the business requirements for ICT projects and systems.
To update the Corporate ICT Programme Office on progress of the CSF Programme.
Main Duties and Responsibilities
  1. To manage CSF ICT projects as commissioned or laid out in the CSF ICT Service Plan in adherence with the Corporate approach to project management
  1. To manage a project library for all projects and produce project documents (for example, project briefs, initiation documents, plans, risk and issue logs, business cases) for reporting to appropriate governing boards
  1. To manage the progress of projects and to escalate any issues or risks (as appropriate) to the Service Manager Projects, Development and ContactPoint
  1. To manage project tasks e.g. meeting with staff, preparing business cases, gathering requirements, liaising with procurement, suppliers and Corporate ICT
  • To gather, analyse and specify business requirements and deliver ICT solutions to meet them including, but not limited to the following areas: -
  • Systems Analysis
  • Requirements Capture (Including Process Mapping)
  • Solutions Design
  • Solution Appraisal
  • Requirements Specification
  • Functional Specification
  1. To manage the day to day work of resources allocated to projects being run by the Analyst Project Manager including both internal and external staff. This includes the day to day management of external contractors as well as staff working for software houses and other IT providers.
  1. To manage the relationship with external clients in relation to the projects the Analyst Project Manager is responsible for.
  1. To make recommendations for solutions to business requirements based on experience of CSF’s systems, CSF’s business processes and knowledge of other systems used outside of Camden L.A.
  1. To lead on the procurement of small to medium sized IT solutions.
  1. To manage and record project spend, reporting on any deviation to tolerances including projects involving large DSCF grants ensuring that the money is spent following DCSF rules and guidelines.
  1. To identify and specify project deliverables and define acceptance criteria to review them against when completed
  1. To work with colleagues within CSF I.T and other Directorates and external partners to ensure projects are completed on time and within budget
  1. To manage the progress of projects within CSF I.T and report this to the Corporate ICT Programme Office
  1. To liaise with Corporate ICT, stakeholders, external suppliers and other agencies (as appropriate) to ensure solutions meet both the business need and the technical infrastructure.
  1. To manage the interdependencies, risks and issues between CSF ICT projects and others within ICT and services
  1. To manage the change control procedure, gaining authorisation for revisions to the project(s) from project sponsors.
  1. To contribute to developing business processes and the infrastructure to enable data transfers between partner agencies and the Council to support the updating of ContactPoint and effective multiagency working.
  1. To work with colleagues within Systems Support to plan for the operational support of new systems/modules once introduced
  1. To critically evaluate the expected impact of introducing new systems/modules and to assess whether the use of existing technology can meet a business requirement (in adherence to Better and Cheaper)
  1. To maintain a current knowledge of technologies used to support systems integration, the security of personal data and approaches to matching, cleansing and managing personal data.
  1. To drive forward and support the development of secure and legitimate connections with external organisations including Camden’s PCT and Voluntary Sector organisations.
  1. To keep up to date with research and development in ICT and Children’s Services and what is considered best practice
  1. To apply a best practice approach to projects based on knowledge of projects carried out successfully within other local authorities and sectors and Corporate ICT Programme Office Guidance.
  1. Complies with IT Service Management processes, specifically ITIL.
  1. To deputise for the Service Manager Projects, Development and ContactPoint as appropriate.

Work Dimensions

Creativity is an essential requirement of this role to develop innovative options to meet often complex service requirements. This involves the practice to develop options to met service requirements. The resolution of problems will require detailed analysis and consideration of a wide range of possible alternative in situation where there is little guidance. The jobholder will work with minimum supervision and will influence and persuade in the advice to senior managers on alternative approaches and solutions. The job holder needs to have the ability to understand the strategic impact of new legislation or business change and how ICT might support this.

  • Excellent working knowledge of Microsoft Office applications including MS Project
  • Knowledge & understanding of Children’s Services, Adults’ and Children’s social care and key aspects of service delivery
  • Knowledgeable about the Every Child Matters, ISA/Integrated Working agendas and the ContactPoint and eCAF national programmes
  • Excellent working knowledge of project management methodologies
  • Knowledge of procurement
/ Desirable:
  • Familiarity with Camden’s Corporate ICT approach to project management
  • Has applied a formal project management methodology in practice
  • Knowledgeable about the main business systems in CSF or their equivalents e.g. Frameworki (social care) and Impulse (education)
