Departmental Overview: / The Governance, Information and Laws Department is comprised of3 Units:
Governance - responsible forservices including conduct of council meetings, elections, citizenship ceremonies, cemeteries management,and general legislative compliance
Records Management - responsible for the central management of Council's records and documents
Municipal Laws - responsible for parking and local law enforcement, animal management, fire prevention and local laws administration
Position Objectives: / To assist in providing a safe effective means for school children and other pedestrians to cross the road at established school crossings and traffic lights.

Key Responsibility Areas: /
  1. Ensure the school crossing will be supervised within the time frames specified. Contact must be made with Co-ordinator (on after-hours number supplied) or Council office during working hours if unable to attend.
  2. To establish school crossings by displaying flags at appropriate times.
  3. To supervise pedestrians and vehicles at the school crossing or traffic lights.
  4. Prevent accident or injury to pedestrians whilst crossing the road at the school crossing or traffic lights.
  5. Ensure that traffic flow is not unduly disrupted by the operations of the school crossing
  6. Ensure that all vehicles are stationery before allowing pedestrians to cross the road.
  7. Record and report any incidences which affect the safe use of the crossing.
  8. Be professional and alert at all times whilst on crossing duties.
  9. Wear the approved uniform.
  10. Report any maintenance items required on the children’s crossing.
  11. Report breaches of the Road Safety (Traffic) Regulations to the Municipal Laws Section for action as required.

Internal Liaisons: Maintain contact with the Banyule Local Laws Department
External Liaisons: Maintain relationships with the public, students, school communities (including the principal) and other users of the crossing
Accountability and Extent of Authority: / Supervision of school children and other pedestrians at established school crossings and traffic lights.
Judgment and Decision Making: / Supervision demands of school children vary with location of school crossing depending on pedestrian/traffic volume.
In the event of emergencies, School Crossing Supervisors are required to follow the School Crossing Emergencies Procedures.
Specialist Knowledge and Skill: /
  • Ability to drive anywhere within the Banyule municipality at short notice.
  • Ability to speak, comprehend, read and write fluent English.
  • Ability to attend further and additional training when requested.

Management Skills: /
  • Ability to work without supervision and an ability to supervise pedestrians correctly and safely over school crossings
  • Ability to organise day to day activities and work unsupervised.
  • Ability to review their own work practices with a view to making recommendations for developing best work practices within the section.
  • Ability to work as part of a learning independent team.

Interpersonal Skills: /
  • Ensure a friendly, helpful and courteous communication style with the public at all times.
  • Maintain a high level of awareness.
  • The incumbent must be able to express themselves clearly to enable pedestrians to utilise the crossing safely and to assist with the education of pedestrians on how to use the crossing.

Qualifications and Experience: /
  • Successful applicants will be required to undergo a medical examination and Victorian Police Criminal Records check prior to commencement.
  • Applicants must also be able to provide clearance for “Working with Children” supplied by the Department of Justice. Information relating to this matter can be obtained from Council’s Human Resources department.

  • Conduct all work according to the requirements of the Banyule Management System, incorporating the Banyule Management Manual and Service Unit specific Quality and Cost Standards and procedures.

RELEVANT PHYSICAL REQUIREMENTS

Environment: /
  • Outdoors.
  • Duty performed in all weather conditions.
  • Supervisor is supplied with heavy waterproof coat and lightweight coat and hat. Appropriate shoes and gloves are supervisor’s responsibility.
  • Pedestrian/traffic volume varies during the 45-minute supervision period. In area observed, school children required supervision approximately every 2-3 minutes. Traffic tended to build up due to proximity to Upper Heidelberg Road.
  • Safety: supervisor’s constant awareness of and response to pedestrian and traffic requirements, is required for duration of task. Eyesight and hearing acuity as well as physical fitness is therefore necessary for safe performance (supervisor, pedestrians and traffic).

  • Supervision demands (awareness of car speed, location and traffic build up). Vary with location of school crossing (close to main road, street parking, visibility, trees and road curves).

  • Constant supervision required (school start and finishing times).
  • Fully dependent on pedestrian and traffic flow.

  • Sustained arm posture while holding stop sign.

  • Blowing whistle – hand grips whistle, elbow flexion. (Supervisor observed by Work Solutions Group performed task using left hand to hold sign and right hand to hold whistle. Alternating sides of sign and whistle would depend on need for sign to be clear to traffic).
  • Holding sign and blowing whistle are both sustained and repetitive movements.

Neck and Back: /
  • Neck and back rotation to observe traffic.

Psycho/Social Demands: /
  • Responsibility for pedestrian safety requires constant awareness and vigilance (school children may disregard supervisor, cars ignore crossing signs).
  • Responsibility to report repeated disregard for crossing rules to school principal and breaches of road safety to council.
