Report from Traveller Accommodation Unit
Update from the February North Central Area Committee meeting:
The Traveller Accomodation Unit (TAU) commissioned a survey in order to complete improvement works around the Traveller encampments at Belcamp Lane. When the report is submitted, DCC will undertake improvement works
· to bank around the existing encampment,
· change the access to Belcamp Lane
· mitigate against the risks associated with the unauthorised openings onto the Newtown Court Access Road.
An Garda Síochána provided support to complete the survey.
In addition, there are likely to be actions arising from the recent Fire Review; however we have not yet received a copy of the final report.
There is no decision on long-term accommodation options, given the 2015 unauthorised occupation of St. Dominic’s by another extended Traveller family. Alternative accommodation options would be a critical factor in any legal case.

Rapid Build Housing Delivery UpdateDELIVERY OF 22 RAPID BUILD HOUSING UNITS (MODULAR HOUSING) IN POPPINTREE, BALLYMUN, DUBLIN 11
The delivery of 22 units of Rapid Build Housing in Poppintree is close to full completion.
The22 houses are two-storey units, with three bedrooms and will provide temporary accommodation for families who are experiencing homelessness and who are currently accommodated in commercial hotels by the local authority, on an emergency basis.
Work is ongoing with Dublin City Council’s Homeless Central Placement Service (CPS) to assess and appropriately place families in the new units in Poppintree.
The CPS are working with families to ensure suitability of placement, considering key elements such as vicinity to local schools and existing family supports.
INITIATION OF COMPETITION FOR FURTHER 131 RAPID BUILD HOUSING UNITS
Dublin City Council initiated a competition for 131 Rapid Build Housing Units, on Wednesday 2nd March 2016.
In order to facilitate optimum market participation in the competition, Dublin City Council will look for expressions of interest with individual completion dates for specific sites. This will take into consideration the specific number of units to be built on each site.
There are four sites selected and located in the Dublin City Council administrative area, they include;
1. Drimnagh – site will commence work in the beginning of April 2016
2. Belcamp, Malahide Rd – site will commence work in the beginning of July 2016
3. Ballyfermot – site will commence work in the beginning of April 2016
4. Finglas – site will commence work in the beginning of April 2016
The service diversions have already been completed on the Belcamp site.
A draft layout of the development is included in this report and will be issued to the residents for discussion following the area committee meeting.
An invitation will be sent to the Belcamp residents Association to view the houses in Ballymun at the end of March.
The rapid delivery houses meet all of the current building regulations and the ground floor has a solid red brick out leaf.
The intended timelines of this competition are working towards the completion of all units by Autumn 2016.
The four Dublin local authorities are working towards the further delivery of a further 350 units approximately across the Dublin region to address the temporary accommodation needs of families in commercial hotels. Further detail in relation to this will be provided.
Housing Allocation Directive for Homeless Priority Households- The Dublin local authorities continue to implement the ministerial directive which requires that 50% of allocations are utilised for homeless households and other vulnerable groups
Tusla
A Homelessness Liaison Officer has recently been appointed with Tusla with the remit of co-ordinating child and family resources to dedicated supported family accommodation settings, particularly in relation to child protection. The Homelessness Liaison Officer links with the Dublin Region Homeless Executive around access for children and families to Family Resource Centres. It also provides guidance for Home School Community Liaison and School Completion staff on helping children and families experiencing homelessness to maintain regular school attendance. School Completion Programmes have been asked to prioritise homeless children for services such as breakfast and homework clubs.
