Project Updates
1. South Hamilton Crossing

· Omesh - Our appraisal is $330,000. Omesh has requested $1,150,000. After our unsuccessful mediation session, the trial date was moved to the week of June 19th. There has been no communication from Omesh since the mediation, and essentially we left the ball in their court.
· Mills – We finally received the defendant’s appraisal report indicating a value of $315,000. This compares to the TID valuation of $151,300. No dates have been established for mediation of deposition, although a tentative trial date is set for August 8th.
Construction – John R. Jurgensen Company began work on July 14, 2016. Through the end of March the work completed to date totaled $5,645,548.50, which is 32% of the project. As of yet the April pay estimate has not been received. The placement of embankment and significant utility work continued in April. We also received a request to approve for payment the raw steel for the bridge as stored material, indicating that the fabrication of the steel is well ahead of the original schedule. This should be included in the May pay estimate.

Schedule – The original contract schedule called for completion December 2018 and this has formally been changed to November. If things progress as now anticipated, the work could be completed as early as June of 2018.
Change Orders –
Change orders 1-17 have been reviewed and approved for a net change in contract value of -$527,493.20.
Change Order 18 is pending and is estimated to be $76,820.78 for utility trenching necessary to avoid conflicts due to the locations of numerous existing and proposed utilities which did not allow for the electrical and fiber optic conduit to be installed above the conflicts, as the required 48” cover from grade to the top of the conduit (per plan) was unachievable. Additionally, poor soil conditions resulted in numerous sidewall cave-ins.
Change Order 19 is pending and is estimated to be $128,844.42. Numerous changes were requested by the City of Hamilton Electric Utility after the project was bid. The deductions have already been applied to the contract, mostly included in Change Order 6, a deduct of $108,500.01.
2. Salzman Road Relocation
The contract was awarded and executed with Kelchner Construction in the amount of $1,817,258.07 and the work is well underway, although issues with utilities delayed the actual start of work. The new water line is approximately 90% complete and the stormwater system work is expected to be mostly completed in May. All of the top soil has been stripped in preparation for the roadway work. Duke and Spectrum (formerly Time Warner) are close to finishing their work at the Todhunter intersection. Duke, however, has still been unable to raise their H-frame 138 ? kV lines and now estimate that the work will not be started until the end of May.
3. ODOT Jobs and Commerce Grant Period
The ODOT’s Office of Jobs & Commerce will award $4.5 million to TID projects for SFY 2018, which commencesJuly 1, 2017. The application submission period is open fromMay 1 through May 31, 2017. Historically, the Butler County TID has been quite successful in receiving awards both because of the quality of the projects and the history of delivery of projects. The program is competitive and will award up to $250,000 in a given year to any one project with an ultimate cap of 25% of total project cost. This year three applications are contemplated.
· Salzman Road Bridge Replacement in collaboration with the City of Monroe.
· Princeton Rd./ Hamphsire Drive improvement in collaboration with Hamilton and Fairfield Township.
· SR 129/ I-75/ Cox Rd. Interchange improvements in collaboration with the County Engineer.
