TITLE:Training and Development Manager
GRADE:VI
RESPONSIBLE TO:Human Resources Manager
REPORTING TO:Deputy Human Resources Manager
ROLE SUMMARY:To support the organisation in developing and delivering the training and development strategy by clearly understanding organisational goals, identifying skill/development gaps and implementing suitable interventions.This role does not include direct provision of training and development relating to clinical education programmes however there will be a working relationship with the Clinical Director and the Director of Midwifery / Nursing.
KEY RESPONSIBILITIES & ACCOUNTABILITIES:
- Manage and organise the workload undertaken for the Training and Development function in keeping with role summary outlined
- Identify development needs in line with the hospitals Strategic Plan 2017-2021
- Assess current training needs job analysis in consultation with managers and Human Resources Department
- Review and update training and development process in order to meet current service requirements
- Design and expand training and development programmes based on the needs of the hospital and staff members
- Development and production of training materials for in-house courses (including e-learning)
- Coordinate and schedule training and development activities
- Leading role in the delivery of training programmes
- Conduct effective staff induction programmes
- Responsibility for the co-ordination of The Rotunda Hospitals Mini Medical School Programme
- Responsibility for developing and implementing controls to monitor of statutory/mandatory training with a view to ensuring employees compliance
- Will interact and communicate with Department Heads and Line Managers across all disciplines to address any non compliances of mandatory training
- Maintain the Q-Pulse Training module – set up of training programmes, employees, recording of data and review quality of data and completeness
- Distribute monthly training reports to Heads of Department with statistical information including mandatory training
- Compile training reports from Q Pulse and or other IT systems for Departments Heads, Executive Management Team and various committees as required
- Monitor and evaluate training programme’s effectiveness and success in keeping with departmental and hospital KPI’s
- Analyse and review non clinical training costsin order to action efficiencies and cost reductions
- Maintain the training and development budget including Educational Assistance requests excluding Midwifery and Clinical teams
- Promotion of an open knowledge sharing environment that builds knowledge, skills and service for the benefit of the hospital
- Understand training trends, developments and best practices. Research new technologies and methodologies and present that research.
- Project work as requested by Human Resources Management or Executive ManagementTeam
- Build business partnership for staff groupings/allied health professionals
- Be the Designated HSELAND Data Manager for the hospital
- Support the general human resources function so that better response orientated service can be provided to all employees
- Provide locum cover and support for colleagues as required
- Undertake other duties appropriate to the post as assigned from time to time
- Be aware of and implement all relevant Hospital Policies, Guidelines including Infection Prevention and Control / Decontamination
- Actively contribute, participate and ensure compliance with the key areas identified in thefollowing:

National Quality/Hygiene Schemes
B.F.H.I.
And all audits deemed necessary by the Rotunda Hospital Management Team.
Probationary Period:The successful candidate will be appointed for initially for a probationaryperiod of 6 months.This period may be extended as required.
Hours of work:37 hours per week, working schedule to be decided locally by the Human Resources Management team
Annual Leave entitlement:30 working days per year
